Job Description

Gain America is seeking a Certified Senior IT Project Manager / Scrum Master to lead enterprise-scale New York State and Federal government IT initiatives, with a strong focus on cloud modernization, Spring Boot-based application development, and microservices architecture.

This role is ideal for experienced project managers who can drive large-scale digital transformation programs, manage distributed systems, and coordinate cross-functional teams delivering cloud-native applications on AWS and Azure within regulated government environments.

You will work closely with business stakeholders, architects, developers, DevOps teams, and vendors to ensure successful delivery of scalable, secure, and high-performing systems.

Key Responsibilities

• Lead end-to-end delivery of Spring Boot-based microservices and cloud-native applications
• Define project scope, goals, deliverables, and success criteria aligned with modern architecture patterns
• Manage project plans, schedules, budgets, and risk registers across multi-cloud (AWS/Azure) environments
• Coordinate cross-functional teams including developers, QA, DevOps, and cloud engineers
• Facilitate Agile ceremonies (Scrum/Kanban) and stakeholder communications
• Oversee microservices architecture implementation, API integrations, and distributed system dependencies
• Manage risks, issues, and change requests in cloud and DevOps-driven environments
• Ensure adherence to SDLC, cloud security, compliance, and government standards
• Support application modernization, legacy-to-cloud migration, and containerization initiatives (Docker/Kubernetes)
• Track KPIs such as deployment frequency, system performance, and delivery velocity

Required Qualifications

• 12+ years of experience as an IT Project Manager or Scrum Master
• Proven experience managing enterprise application development projects (preferably Spring Boot / Java-based systems)
• Strong understanding of SDLC, Agile, Waterfall, and hybrid methodologies
• Experience delivering or managing microservices-based architectures and API-driven systems
• Exposure to cloud platforms such as AWS or Azure
• Proficiency with tools: MS Project, JIRA, Confluence, SharePoint
• Strong leadership, communication, and stakeholder management skills
• Ability to manage multiple workstreams across distributed teams

Preferred Qualifications

• Experience with cloud-native development, containerization (Docker), and orchestration (Kubernetes – EKS/AKS)
• Prior State or Federal government IT project experience
• Experience managing cloud migration or application modernization initiatives
• Knowledge of data governance, cybersecurity, and compliance frameworks
• Experience working with offshore/onshore teams and third-party vendors
• Ability to mentor junior PMs and contribute to PMO or Agile transformation initiatives

Eligibility Requirements

• PMP, PMI-ACP, or Scrum certification
• Open to long-term contract roles
• Willingness to relocate if required

Pay: $68.00 - $75.00 per hour
