About the Role
We are seeking an HR & Change Management Strategist to design the organizational structure, workforce model, and change management framework for a national Cybercrime Center
Key Responsibilities

Design the organizational structure, role hierarchy, and workforce model aligned with strategic and governance frameworks.

Develop competency models, job families, and career progression pathways for cybercrime, forensics, intelligence, and support functions.

Create a training and capability development roadmap, including certification tracks, mentoring, and leadership development programs.

Build performance management and recognition frameworks that drive excellence and continuous improvement.

Lead change management and communication strategies to support adoption, stakeholder alignment, and institutional transformation.

Advise on workforce planning, succession management, talent acquisition, and partnerships with academic and training institutions.

Support knowledge-transfer initiatives to ensure sustainability of HR and organizational frameworks.
Required Experience

10+ years of experience, including 5+ years in HR transformation, organization design, or change management within government, law enforcement, or specialized technical sectors.

Proven track record developing competency-based frameworks and workforce strategies for complex or technical organizations.

Experience leading organizational change programs and engaging diverse stakeholders.

Bachelor’s degree in HR, Organizational Development, or Business Administration;
