JOB SUMMARY
This position is located in the Department of General Services (DGS). DGS is responsible for managing the capital improvement and construction program for District government facilities; acquiring by purchase or lease, real property for use by the District government; managing space in buildings and adjacent areas operated and leased by the District government; providing building services for facilities owned and occupied by the District government, including engineering services, custodial services, security services, energy conservation, utilities management, maintenance, inspection and planning, and repairs and non-structural improvements; and disposing of District real and personal property owned by the District government through sales, leases, or other authorized methods.
This position serves as an advisor to the Director and DGS executive leadership on a variety of key issues. The incumbent is extremely knowledgeable in, and is responsible for a variety of functions such as, budget development, capital planning, financial management, resource allocation, information technology management analysis, and related administrative services.
DUTIES AND RESPONSIBILITIES
The incumbent develops, operates, and implements agency administrative functions designed to meet the specific needs or requirements of the agency, staff, appropriate District and Federal laws and other administrative activities and related initiatives. Serves as an advisor to the Director in executing the management responsibilities of the agency, specifically related to budget development, capital planning, financial management, resource allocation and information technology. Plans, designs, and oversees implementation and evaluation of DGS administrative programs, working closely with the management and supervisors in operational areas.
The incumbent advises on major performance and technical issues through independent research and analyses. Provides assistance in accomplishing a variety of ongoing operational, managerial and supervisory functions. Authors and/or disseminates financial management/budget information to key staff within DGS so that items of interest and importance receive a timely and appropriate level of attention. Directs the capital project prioritization and programming process, and expenditure and revenue forecasting. Ensures the capital programming and budget formulation are integrated.
QUALIFICATIONS AND EDUCATION
Applicants must possess (1) year of specialized experience that has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be credible, Specialized Experience must be equivalent to at least the next lower grade level, such as; budget development, capital planning, financial management, resource allocation, information technology management analysis, and related administrative services

The work is performed in a typical office setting - primarily sedentary, requiring no special physical demands.

Duration of Appointment: This position is At Will. At will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
