Chief Appraiser (FT)

This position is responsible for managing the daily operations of the Tax Assessor’s office and
the preparation of the annual county tax digest and works under the direction of the Board of Tax
Assessor’s.

Major Duties:

  • Manages the daily operation of the office including but not limited to monitors day-to-day
operations; supervises, directs, and evaluates assigned staff; develops and implements
procedures and schedules; develops and implements procedures and schedules; completes
employee performance reviews; coordinates the implementation of programs and contracted
services; enforces compliance with program guidelines and federal, state, and local laws and
codes.
  • Process employee concerns and problems including but not limited to directing work,
counseling, disciplining, and training.
  • Encourage employees to upgrade Georgia Department of Revenue certification status.
  • Supervises the appraisal of all real and personal property, reviews sales data.
  • Adheres to State mandated three year cycle for physical appraisal updates.
  • Perform technical appraisal duties in preparing the County tax digest and compile the County
tax digest.
  • The Chief Appraiser must follow O.C.G.A 48-5-264 and O.C.G.A 48-5-264-1 (Designation and
Duties of the Chief Appraiser).
  • The Chief Appraiser must follow O.C.G.A 48-5-306 and APM 560-11-10-.01(3).
  • The Chief Appraiser must serve as the department’s spokesperson in providing information
to the news media, taxing units and the general public.
  • In conjunction with department counsel, the Chief Appraiser must provide recommendations
for Board action on litigation.
  • Plans, assigns, evaluates, and supervises the work of departmental personnel; trains and
assists employees with the resolution of complex cases.
  • Values property at fair market value.
  • Analyzes sales and maintains proper ratios.
  • Develops and implements schedules and procedures for the valuation of real and personal
property.
  • Operates computer system; instructs department staff in the use of specialized computer
programs.
  • Certifies and signs documents prepared by office staff.

  • Oversees the mapping of parcels, including property divisions and new subdivisions.
  • Add new construction to the tax digest.
  • Performs trend analysis by monitoring changes in building and land costs.
  • Performs on-site inspections; determines property values based upon recorded information.
  • Prepares and submits the annual departmental operating budget; monitors expenditures
under the current budget.
  • Prepares and completes various forms, reports, correspondence, or other documents.
  • Represents the department at real and personal property hearings before the Board of
Assessors and the Board of Equalization or Arbitration; defends valuations as necessary.
  • Attends the Board of Assessors meetings and informs the Board of daily operations and
upcoming deadlines.
  • Assists the public with questions related to property valuation and tax assessment.
  • Communicate with employees, other departments, the public, and other individuals as
needed to coordinate work activities, review status of work, exchange information, and/or
resolve problems.
  • Maintains certification by attending ongoing continuing educational and training sessions;
ensures that department staff meet continuing education requirements.
  • Performs other related duties as required for the efficient operations of the department.
Minimum Qualifications:
• Possession of a Bachelor’s degree in a course of study related to the occupational field.
  • Three to five years of experience sufficient to thoroughly understand the diverse objectives
and functions of the subunits in the division/department in order to direct and coordinate work
within the division/department.
  • Ability to meet necessary requirements of Appraiser IV as mandated by the Georgia
Department of Revenue.
  • Or any equivalent combination of education, training, and/or experience which provides the
requisite knowledge, skills, and abilities for this job.


The successful candidate must complete a Background/Reference Check and Pre-Employment
Drug Screening prior to the start of employment.
