Serves as the Chief Counsel responsible for the oversight of all legal issues facing DEA and the leadership and management of the Office of the Chief Counsel (CC). Under the Chief Counsel's direction and guidance, CC provides timely, accurate, and proactive legal support to the DEA field offices and Headquarters (HQ) components as well as to state and Federal prosecutors in investigations and prosecutions of drug trafficking organizations.

Reviews, evaluates and initiates necessary changes in laws and regulations relating to controlled substances. Directs evaluation of proposed bills in Congress and prepares reports in connection with bills in which DEA has an interest. Participates as necessary at proceedings before Congressional committees and works with staffs of these committees with respect to such legislation.
In cooperation with the State Department, drafts and participates in negotiations for new international and bilateral drug control agreements. Frequently represents DEA as alternate representative or adviser to U.S. delegations at international conferences.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications:
MTQ 1 - Demonstrated experience providing sound legal advice or litigation support on complex matters by leveraging the full spectrum of organizational legal capabilities and expertise.
MTQ 2 - Demonstrated ability to effectively lead and manage a staff of attorneys with diverse responsibilities and;
MTQ 3 - Demonstrated excellent skills in oral and written presentation of complicated legal matters. Ability to express complex legal issues in clear and succinct language so that the concepts are easily understood by both attorneys and non-attorneys.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.
There are five ECQs:
Education: All academic degrees and coursework must be from accredited or pre-accredited institutions
Desired Education: Desired Education: Undergraduate or Graduate Education or equivalent experience.
Veterans Preference: Veterans' preference is not applicable to the SES.
Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders. Individuals selected for SES positions members may be subject to reassignment across geographical, organizational, and functional lines, and may be required to sign a Reassignment Rights and Obligation Agreement.
Direct Deposit: All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing.
Drug testing is required for this position.
