Role Description:


The Chief Financial Officer and Executive Vice-President (EVP), Finance, Procurement, and Compliance is a member of the Senior Executive Team (SET) and is the organization’s key leader in ensuring the financial sustainability of DC Water and its overall strategic vision. The role is responsible for strategic planning, management, and control of all finance, procurement, and contract compliance-related activities at DC Water, ensuring alignment with organizational objectives and compliance with industry standards and regulatory requirements. This includes direct responsibility for accounting operations, financial governance, contract compliance, financial planning, payroll, and accounts payable, overall financial planning and forecasting, rate setting, budget alignment, risk management, asset management, treasury and debt management, and strategic procurement.

Essential Duties & Responsibilities:


  • Leads strategy, management, and control of all finance and procurement related activities at DC Water, ensuring alignment with organization objectives and compliance with industry standards and regulatory requirements.

  • Oversees the organization's financial operations, including rates, revenue, payroll, and accounts payable, accounting, budgeting, treasury, investments, and strategic procurement activities.

  • Oversees the development, implementation, and adoption of financial and procurement programs and policies in alignment with DC Water’s overall business objectives.

  • Drives development and Board approval of DC Water’s Budget and Financial Plan, which determines the revenue requirements to operate and maintain the water and sewer infrastructure, upgrade facilities, and improve the environment.
  • Collaborates with Operations and Engineering leaders to align financial strategies and objectives with capital improvement, infrastructure investments, and operational objectives, and to drive initiatives that will improve planning, efficiency, margins, controls, and customer experience.
  • Collaborates with Engineering in the Capital Improvement program in alignment with DC Water’s strategic plan and Board of Directors’ (BOD) policies.

  • Develops the 10-year financial plan.

  • Partners with leaders across all functions to drive DC Water’s financial planning processes, to deliver and manage progress against DC Water’s 10-year financial plan, operating budget, and capital budget.

  • Ensures that DC Water’s accounting policies adhere to Generally Accepted Accounting Principles (GAAP) and ensures legal and regulatory compliance in financial functions.

  • Oversees the financial reporting activities related to accounting, annual closure process, financial audit process, federal and state bond financial reporting.

  • Ensures annual reporting of financial statements, critical financial and operational information, annual operating budgets, and progress against the 10-year Capital Improvement Plan to the executive management, Board of Directors, and external stakeholders.

  • Drives overall organizational financial performance against both the annual budget and long-term strategy goals.

  • Participates in evaluating business cases for alternative revenue opportunities, including Blue Drop and other innovative programs.

  • Oversees all financing activities at DC Water, including timing, structure, and marketing of financing instruments and banking relationships.

  • Represents DC Water to financial partners, including financial institutions, investors, auditors, public officials, etc.

  • Serves as the most senior point of escalation for finance and procurement-related issues, including Accounts Payable issues, and a key point of contact for external auditors.

  • Provides the final approval for labor contract agreements.

  • Mentors and develops staff within the Office of the Chief Financial Officer to cultivate a high-performing team, overseeing work allocation, training, problem resolution, performance evaluation, and fostering an effective team dynamic, while also leading Vice-Presidents, Directors, and coordinating with other departments as necessary to ensure the seamless operation of financial activities.

  • Oversees DC Water’s insurance and risk management program.

  • Performs other duties as required by the CEO/General Manager or Board of Directors.

Supervisory Responsibilities : Provides daily planning and administration in the selection, assignment, supervision, promotion, discipline, and training of personnel within the office. Manages and evaluates the progress of the office towards meeting goals and adjusts objectives, work plans, schedules, and commitment of resources.

Key Working Relationships: Interacts with high level officials, the Senior Executive Team (SET), the Board of Directors, leaders across Departments, government officials, private agencies and organizations, public constituents and representatives, community organizations and groups, and external vendors.

Required Experience:


10-15 years of progressive experience related to managing and controlling an agency’s financial management system, inclusive of senior management experience.


Minimum Education Requirements:


Bachelor’s degree in Finance, Accounting, Business Management, or related field from an accredited college or university.
