Travel: PCV’s office is in downtown Oakland where teams coordinate to intentionally meet in person, weekly or biweekly. Location in the Bay Area/within California, or willingness to relocate within the first few months, with ability to get to the office on a monthly basis is preferred. Travel is required (about 25% annually) to attend conferences nationwide, and to meet with local/regional funders/investors.

Compensation: $200,000 (based on professional experience)

The Role

Through access to affordable capital, pro bono business advising, ethical technology and AI, we partner with entrepreneurs to grow, hire, and prosper. We work side-by-side with small business leaders through our unique integrated model: combining impact-first Restorative Capital and Pro Bono Business Advising with our Good Jobs Innovation Lab that propels thriving communities with good quality and green jobs, and uplifts and amplifies their voices and needs through research and policy advocacy. In 2024, 87% of PCV’s $12M loan capital deployed supported low-moderate income entrepreneurs, and 80% supported small businesses located in economically distressed areas. In 2025, PCV announced our new 2030 Restorative Capital strategy, and our first acquisition – the launch of PCV’s Radiant Data and AI Hub to advance ethical technology and AI across our operations, and design our products and programs towards economic mobility and climate resilience for small businesses and workers, powered by AI.
We are seeking a Chief Lending Officer position to lead small business lending operations, portfolio management, and fund innovations. Over the past decade, our research projects and client engagements have helped define and build the field of impact investing; we have become a leading statewide community development financial institution (CDFI) in California specializing in micro and small-business restorative lending; and scaled a nationwide mentorship platform for underestimated small business owners. Our audiences and clients include small business owners across the United States, volunteer business experts; leading foundations and impact investors; other CDFIs; and policymakers at all levels.
Why You’re Needed
PCV has doubled its revenue, and tripled our loan portfolio in the last five years, to meet the needs of entrepreneurs who have been underserved across California – the 4th largest economy in the world – whether urban or rural, coastal or tribal; and to support them across the U.S. Changing market conditions have made the roles of social impact investors and partners even more critical to allow us to keep capital affordable for our clients, provide high quality and culturally competent mentorship, build in translation services, and deeply partner with community partners closest to their entrepreneurs. We have launched 3 place-based funds in California, and an impact-first climate resilience fund for small businesses. We are looking for an individual who can continue to build on this momentum while bringing the strategy and rigor to ensure a sustainable trajectory for our new strategy long-term, and preserve the health of our loan portfolio. You’ll bring a strategic view of fundraising, skills building deep relationships with aligned partners, lending operations and efficiencies, board engagement, and the ability to lead a creative values-aligned team, and importantly – a sense of humor and passion for inclusive entrepreneurship. You’re an initiative taking, proactive leader, willing to take measured risks and evaluate opportunities, always with the mission at the center of your work, and a comfort with technology and innovation.
Key Responsibilities:
Industry Knowledge:
- Develop and maintain functional knowledge of the landscape of micro and small business lenders and their product offerings and identify additional lending products and services that PCV should explore offering
- Ensure that all lending programs operate consistently and ethically within PCV’s values and mission, as well as in compliance with government regulation, industry standards, and GAAP requirements.
Investor Relations:
- Lead and manage PCV’s investor relations with all current and prospective investors, and grant funders, ranging from banks, foundations, impact investors, family offices. Coordinate with development team any necessary grant proposal and reporting information to funders.
- Familiarity and proven track record of engaging and closing impact investors, DAFs, family offices; managing PCV’s placement on key wealth management platforms highly valued
- Lead and manage PCV’s Aeris rating – experience managing and getting a CDFI or fund Aeris rated highly desired
- Coordinate investor due diligence insuring the timely closing of new capital
Portfolio & Program Management:
Origination
- Oversee and supervise loan origination by developing a robust business development pipeline, working with staff to develop strong community relationships with bankers, network partners, and community partners.
Strategic/Community Partnerships
- Manage the effort to research, identify, develop and secure new lending opportunities to achieve business goals
- Oversee community partnerships and referral networks across lending, climate fund, etc.
Diligence
- Support the screening of potential loan applicants and structure loan transactions with the lending team, using software applications
Underwriting
- Continue to innovate and lead PCV’s leadership in impact underwriting, and innovation in working with new Radiant Data Hub to sustain and scale to PCV’s first predictive impact underwriting model, aligned with our values
- Oversee the process of underwriting new transactions for loan approval
- Collaborate with PCV’s research and analytics team to keep our Annual Impact Survey of small business clients updated, comfort with impact measurement
Documentation
- Lead and manage PCV’s Lending Policies & Procedures, timely updates, Board and CEO notifications, staff alignment and training
- Structure, negotiate, and complete loan documentation that is in keeping with the program requirements
Compliance
- Work with CFO and Finance team/consultant, to ensure quarterly/yearly compliance is completed, submitted and accepted.
- Responsible for the development, compliance, implementation, innovation, and maintenance of the PCV’s lending department and strategic lending plan, including lending activities covered by grants.
- Proactively manage portfolio performance throughout the quarter
- Experience with CA DFPI licensing and the NMLS reporting system valued
Risk Management
- Proven experience in leading cross-team working groups to key results, establishing and monitoring team’s annual operational budget throughout the year.
Team Management and Cross PCV Culture
- Serve as an officer of PCV, and representative to the Board
- Responsible for the Board Lending & Finance Committee’s oversight of lending, including preparation of annual schedule of meeting dates, review and preparations of materials for the meetings, coordination of attendance and quorums of the members, and supporting loan program revision
- Work with CEO to schedule annual meeting of the Board Lending & Finance committee to update Lending Policies and Procedures as needed, any fund innovation approvals, compliance updates etc.
- Coach, mentor, and develop the team; proven effectiveness building leaders, professional development, and having courageous conversations
- Effectively communicate with President/CEO, Management Team, and Board
- Direct all lending related cross-team innovation work at PCV with research, data, and business advising teams to ensure best outcomes for small business lending clients, and where lending team is primary contact or relationship holder.
- Participate in establishing the annual operational budget and monitor performance to budget throughout the year.

- C-suite executive with over 15 years of progressive experience in lending, credit operations, and financial services, including 5+ years managing remote and geographically dispersed teams.
- Undergraduate degree required, MBA in finance and/or other relevant advanced degree preferred.
- Demonstrated success in mission-aligned lending within CDFIs, community bank, or another financial institution, with a deep understanding of underserved markets and inclusive credit practices.
- Proven ability to lead strategic initiatives that drive portfolio growth, improve underwriting efficiency, and expand access to capital for minority-owned businesses, affordable housing developers, and small enterprises.
- Strong track record of board-level engagement, contributing to governance, strategic planning, and organizational oversight with clarity, accountability, and
- Expertise in credit risk management, regulatory compliance, and loan policy development, with a history of maintaining high-performing portfolios and minimizing default rates.
- Recognized for building collaborative, accountable cultures, mentoring emerging leaders, and aligning lending operations with broader organizational impact Familiar with QuickBooks, Salesforce, MS Office Suite, with a strong aptitude for learning new computer programs quickly, technology platforms
- Experience with Downhome Solutions preferred, Lending and finance
- Skilled problem solver with ability to be in the details and think strategically
- Self-starter willing to take initiative, roll up sleeves when needed, and works well in a team
