Position Summary
The CMIO serves as the senior clinical informatics leader for the FQHC, responsible for aligning clinical operations with health information technology to improve care quality, operational efficiency, provider satisfaction, and patient outcomes. This role bridges the gap between clinicians and IT, ensuring the HER (E-Clinical Works “ECW”) and related systems fully support the FQHC’s mission of delivering equitable, high-quality care to underserved communities.
Reportability
This position will report directly to the Chief Executive Officer. This position will manage/supervise a team of Clinical Applications / HIT (EHR, integrations, informatics) IT Infrastructure & Operations.

Key Responsibilities
Clinical Informatics Leadership
- Drive optimization of the EHR (ECW) to improve usability, reduce clinician burden, and enhance workflow efficiency.
- Serve as the primary liaison between clinical teams and IT.
- Develop and maintain clinical decision support tools, templates, order sets, and care pathways.
Quality, Compliance & Population Health
- Support UDS reporting, PCMH requirements, HEDIS measures, and value-based care initiatives.
- Strengthen documentation quality, coding accuracy, and analytics adoption.
- Partner with Quality and Care Management to improve chronic disease management and close preventive care gaps.
Data Governance & Interoperability
- Ensure data accuracy, integrity, and proper use of clinical information.
- Lead interoperability (HIE participation, FHIR integrations, referral workflows).
- Partner with Revenue Cycle to ensure compliant documentation and billing alignment.
Provider Training & Change Management
- Oversee EHR training for new and existing providers.
- Lead change management efforts for upgrades, new modules, digital tools, and optimization cycles.
- Support clinics during go-lives and issue triage.
Digital Health & Innovation
- Evaluate and implement telehealth, RPM, patient engagement tools, and other digital care solutions.
- Collaborate with IT on cybersecurity, privacy, and HIPAA compliance related to clinical applications.
Strategic & Executive Leadership
- Participate in organizational strategy and care model transformation efforts.
- Guide technology investment decisions from a clinical lens.
- Manage budgets and resources for clinical technology initiatives.
Qualifications

Knowledge, Skills & Abilities – (Add relevant KSAs for role)
- Knowledge of clinical workflows, EHR systems, healthcare regulations, and data governance
- Strong skills in clinical informatics, workflow optimization, data analysis, and cross-functional collaboration
- Ability to lead at the intersection of clinical care and technology, manage competing priorities, and drive organizational change
Qualifications
- MD or DO with active, unrestricted clinical license; board certification required (Clinical Informatics preferred)
- Minimum of five (5) years of experience in clinical informatics, EHR optimization, or health IT leadership
- Demonstrated experience leading EHR implementation, optimization, and clinical workflow redesign initiatives
- Experience working collaboratively with clinical, operational, and IT leadership to drive adoption and performance improvement
- Knowledge of population health, value-based care, and quality reporting frameworks (UDS, HEDIS, PCMH)
- Experience with EHR systems (e.g., eClinicalWorks, Epic, Cerner) and clinical applications
- Demonstrated leadership, communication, and change management skills
- Working knowledge of IT operations, including infrastructure and cybersecurity, sufficient to provide executive oversight
Language Requirement – Ability to communicate effectively in English is required. Additional language proficiency or fluency preferred.
Physical Demands –Regularly required to sit; frequently required to reach with hands and arms, walk, stoop, kneel, crouch, talk or hear; must be able to lift objects up to twenty-five (25) pounds.
