Chief Operating Officer (COO) is responsible for providing strategic leadership and operational oversight for all construction, corporate services, and support functions within the company. The COO ensures efficient project delivery, operational excellence, compliance with KSA regulations, and continuous business growth. The role includes developing policies, optimizing resource allocation, and driving performance across all departments.
Key ResponsibilitiesA. Strategic Leadership
- Develop and implement operational strategies aligned with the company’s vision and growth targets.
- Support the CEO in long-term planning, budgeting, and market expansion initiatives.
- Lead operational transformation programs to enhance efficiency, profitability, and service quality.
B. Construction Operations Management
- Oversee all construction projects, including planning, execution, cost control, quality, and timely delivery.
- Ensure compliance with Saudi building codes, civil defense requirements, municipal regulations, and safety standards.
- Monitor subcontractor performance, procurement strategies, and resource utilization.
- Implement project risk management and claims mitigation measures.
C. Corporate Services Management
- Lead corporate support functions: HR, Finance, Administration, IT, Procurement, and Facilities.
- Ensure HR practices comply with Saudi Labour Law (GOSI, Mudad, WPS, Iqama management).
- Oversee vendor management, corporate licensing, government relations, and company documentation.
- Implement strong governance and internal control frameworks.
D. Business Performance & Financial Management
- Set and track departmental KPIs for productivity, cost efficiency, quality, and project delivery.
- Manage budgeting, forecasting, and cash-flow planning for operations.
- Improve profitability through operational cost optimization and process improvement.
E. Client & Stakeholder Relations
- Maintain strong relationships with clients, consultants, developers, and government entities.
- Represent the company in high-level meetings, negotiations, and project reviews.
- Oversee contractual performance and ensure alignment with client expectations.
F. Quality, HSE & Compliance
- Ensure implementation of ISO standards (ISO 9001, 14001, 45001).
- Strengthen QA/QC systems across projects and internal operations.
- Ensure full compliance with HSE policies and support a zero-incident culture.
G. People & Leadership
- Build high-performance teams and foster a culture of accountability.
- Provide guidance, mentorship, and performance evaluation for department heads.
- Support talent development, Saudization targets, and succession planning.
