Chief Operating Officer-UAE

Construction-Chief Operating Officer (COO) is responsible for overseeing the end-to-end operational strategy, project execution, and corporate service delivery of the company. The role ensures operational excellence, high-quality project delivery, compliance with UAE regulations, and continuous improvement across all departments including construction operations, engineering, project management, HR, procurement, and corporate services.

Key ResponsibilitiesA. Strategic Leadership

• Develop and implement operational strategies aligned with the company vision and growth objectives.
• Lead long-term planning to ensure operational capacity meets future project demands.
• Support the CEO in strategic decision-making, financial planning, and business development.

B. Construction Operations Management

• Oversee construction project lifecycle: planning, mobilization, execution, QA/QC, handover, and closeout.
• Ensure all projects meet Dubai Municipality, Trakhees, DCD, RERA, DEWA, and other governing authority standards.
• Resolve project bottlenecks, manage risks, and ensure timely completion within budget.
• Monitor site performance, productivity, subcontractor coordination, and material supply.

C. Corporate Services Oversight

• Lead corporate service functions including HR, Administration, IT, Procurement, Facilities, and Compliance.
• Ensure efficient internal operations, staff performance, and optimized workflows.
• Oversee document control, corporate communication, and client relationship management.

D. Financial & Commercial Management

• Oversee budgeting, cost control, forecasting, project cashflow, and operational expenses.
• Review and approve contracts, tenders, vendor agreements, and subcontractor packages.
• Monitor KPIs and financial indicators to ensure commercial success.

E. Compliance, Quality & Governance

• Ensure governance alignment with UAE labor laws, HSE regulations, and corporate policies.
• Maintain strong QA/QC systems across all construction and service operations.
• Lead internal and external audits, ensure compliance with ISO standards (ISO 9001, 14001, 45001).

F. Team Leadership & Organizational Development

• Provide leadership to project managers, engineers, department heads, and corporate teams.
• Drive performance management, succession planning, and staff development programs.
• Build a strong culture focused on accountability, teamwork, and innovation.

G. Stakeholder & Client Management

• Maintain strong relationships with clients, consultants, suppliers, and government authorities.
• Represent the company in major meetings, negotiations, and strategic partnerships.
• Handle escalations and ensure high client satisfaction.

Job Type: Full-time

Pay: AED12,500.00 - AED15,000.00 per month
