Child Development Program Manager

Fundamental Objective: Under the direct supervision of the Director of Programs, the Child Development Program Manager fulfills a wide variety of duties, including acting as the Child Care Center Director for State Licensing purposes.

Minimal Qualifications:

Education:

  • Possession of an Associates of Arts degree with a major or emphasis in early childhood education or child development that must include, at a minimum, the following units: 24 ECE/CD units with core course, 3 administrative or staff relations units, 3 infant units, and 2 adult supervision units.
  • Program Director Permit is desirable.

Experience:

  • Two years of experience as a teacher in a licensed childcare center.
  • One year experience as a Site Supervisor.

Additional Requirements:

  • Must be able to pass a background check.
  • Proof of vaccination for Pertussis, Measles, the annual flu vaccination or a flu declination statement.
  • Proof of completion of the Record Keeping Orientation Certificate
  • Proof of completion of the AB 1207 Current Mandated Child Abuse training and reporting.
  • Proof of completion of 16 hours of Health and Safety training that must include the following components: Pediatric first aid, Pediatric cardiopulmonary resuscitation (CPR), lead poisoning, preventative health practices course or courses that include instruction in the recognition, management, and prevention of infectious diseases, including immunizations, and prevention of childhood injuries and 1 hour of childhood nutrition training.
  • Completion of the following forms: LIC 503 – Health Exam with TB results, LIC 9052 Employee Rights, and LIC 9108 Statement Acknowledging Requirement to Report Child Abuse

Essential Job Duties and Responsibilities:

  • Responsible for the operation of the center, for compliance with regulations, and for communications with the California Department of Social Services Department; and has the authority to acknowledge receipt of deficiency notices and to correct deficiencies that constitute immediate threats to children's health and safety.
  • In the absence of a Site Supervisor, the Child Development Program Manager may be required act as the Site Supervisor.
  • Functions as the direct supervisor to the Site Supervisors and other assigned employees, including onboarding, approving time, training, performance evaluations, and discipline.
  • Manages the day-to-day activities of the child development programs and is responsible for all operations of the facilities.
  • Responsible for operational compliance with all program rules, regulations, policies, and procedures, including, but not limited to Title 22, Title 5 and internal policies and procedures.
  • Responsible for communications with State Licensing and other stakeholders.
  • Prepares various reports related to the Child Development department.
  • Maintains good relationships with regulatory agencies, community partners, and other stakeholders.
  • Ensures the successful implementation and management of grants, contracts, and programs.
  • Stays up to date and enforces safety standards and regulations.
  • Assists with contract negotiations, renewals, and proposals.
  • Assists with creating and maintaining the budget for the Child Development department.
  • May be asked to represent The Open Door Network at various meetings and functions.
  • May not accept collateral employment that would be a conflict with their duties as described in this bulletin.
  • Other duties as assigned.

Pay: $68,640.00 - $77,254.92 per year

Education:

  • Associate (Required)

Experience:

  • Licensed childcare center teacher: 2 years (Preferred)
  • Site Supervisor: 1 year (Preferred)
