Job Summary
Highly responsible professional and administrative work, managing all activities of the Public Works & Utility Department including Streets, Stormwater, Water, Sewer, GIS & Facilities. Work is performed under the administrative direction of the Public Works & Utility Director.

Duties

  • Directs the City’s Engineering functions and staff; including Engineering/Inspection.
  • Conducts development review, participates in development agreement reviews and meets with developers and their engineers/planners; assists with technical issues of development agreements.
  • Provides coordination and oversight of project design and construction; monitors adherence of projects and processes with policies, procedures, applicable code, specifications, regulations and standards.
  • Provides project management and coordination of stakeholders and resources which may include consultant selection process, project scoping, contract negotiation, design oversight, schedule monitoring, budget development and funding administration, and project close-out.
  • Construction administration duties also include providing guidance to Construction Inspector and being available to them for questions arising from the construction project, reviewing and approving shop drawings, review and approve pay requests, responding to requests for information from contractors, reviewing and approving change orders, periodic construction site visits, conduct construction progress meetings, making decisions that pertain to the project.
  • Provides general management for the maintenance of multi-modal transportation systems and drainage systems.
  • Plans and executes multi-modal transportation infrastructure capital improvements.
  • Reviews, inspects, monitors and approves infrastructure and public improvements.
  • Performs advanced engineering review of developments including water, sewer, storm water/ drainage, and roadways, reviews drawings and specifications for public improvements for conformance with generally accepted engineering standards and City code requirements.
  • Acts as technical advisor to the City Manager and City Council; spokesperson and advocate for Public Works.
  • Coordinates and implements City’s technical input regarding Public Works and Utilities for specifications, project design, plan review, ordinances, resolutions, policies, and contract administration.
  • Create and advertise RFP’s, RFI’s and bid solicitations for capital projects.
  • Acts as project manager for construction and renovation of City facilities.
  • Meets with citizen groups, investigates citizen complaints concerning streets, drainage, and capital improvement project issues and recommends corrective action.
  • Acts as liaison regarding transportation, drainage, and air quality issues with PPACG, Teller and El Paso Counties, CDOT, USFS, development community, and engineering consultants.
  • Provides annual budget input for Public Works for equipment, operations, capital expenditures, personnel, etc. Monitor the financial status of City projects.
  • Responds to common inquiries or complaints for customers, regulatory agencies, members of the business community and the public. Assists with annual City budget, prepares cost estimates and future planning for 5-year Capital Improvement Plan.
  • Seeks grant opportunities and manages grants and agreements with agencies such as CDOT/DOLA/FHWA.
  • Presents information to the City Council and other public/private agencies.
  • Serves as the FEMA Regulatory Floodplain Manager in accordance with Title 20 of the Municipal Code, State and Federal Floodplain Regulations.
  • Foster a collaborative and professional environment with the community and proactively works to achieve positive outcomes for the City.
  • Other duties as assigned

Education and Experience:

1. BS in Civil Engineering or related field.

2. Registered Professional Engineer in the State of Colorado.

3. Five years progressively responsible experience in public works activities, with at least two years in a supervisory role.

4. Valid Colorado Driver license.

Pay: $110,230.00 - $137,783.00 per year
