Mandatory Role Requirement: The candidate must hold an active Dubai Municipality (DM) Engineer Card under the G+4 Building Contracting classification to act as the primary licensed civil engineer for company registration, permit approvals, and authority compliance.

ROLE OVERVIEW

We are seeking an experienced and DM-approved Civil Engineer to join our expanding Design & Build firm in Dubai. The successful candidate will serve as the technical authority for commercial licensing under Dubai Municipality (DM) and the Department of Economy and Tourism (DET). You will lead site execution for G+4 construction projects, manage structural modifications for civil maintenance works, and maintain seamless liaisons with DM, DEWA, DCD, and RTA.

KEY RESPONSIBILITIES

1. Authority Licensing & Compliance

• Hold and maintain the official DM Engineer Identification Card under our commercial license for G+4 Building Contracting and Building Maintenance categories.
• Manage authority approvals, site inspections, NOCs, and permit issuances via the Dubai Municipality Building Permits System (BPS).
• Ensure strict compliance with the Dubai Building Code (DBC), environmental policies, and Dubai Civil Defense (DCD) safety guidelines across all projects.

2. Design & Build Construction Management (G+4)

• Oversee full site execution from mobilization, shoring, excavation, and foundation (raft/piling) through superstructure frame, blockwork, and finishing works.
• Review, verify, and coordinate structural and architectural drawings with MEP design teams for site constructability and conflict resolution.
• Direct site engineers, foremen, and sub-contractors to deliver construction projects safely, on schedule, and within established budget baselines.

3. Building Maintenance & Refurbishment Oversight

• Lead structural maintenance, alterations, condition assessments, and repair operations across residential and commercial buildings.
• Conduct structural surveys, identify defects, and prepare comprehensive technical and remedial solutions.
• Obtain authority NOCs and DM fit-out/structural alteration permits required for building maintenance and tenant modifications.

4. Quality & Safety Assurance (QA/QC)

• Enforce strict quality assurance and control measures for incoming raw materials (concrete slump tests, rebar mill certificates, block approvals).
• Inspect shuttering, steel reinforcement layouts, pour cards, and curing processes prior to casting.
• Promote a zero-incident safety culture in close coordination with HSE officers.

REQUIRED QUALIFICATIONS & EXPERIENCE

• Education: Bachelor’s Degree in Civil Engineering from a recognized and accredited university.
• DM Card: Valid Dubai Municipality (DM) G+4 (or higher) Civil Engineering Card / Qualification is strictly mandatory.
• Experience: Minimum of 3 to 5 years of progressive civil engineering experience in Dubai, UAE.
• Professional Registration: Active membership with the UAE Society of Engineers (SOE).
• Technical Competence: Mastery of structural drawing review, AutoCAD, Primavera P6 / MS Project, and the DM e-permits platform.
• Driving License: Valid UAE Driving License is strongly preferred.
• Languages: Professional proficiency in English; Arabic language skills are a distinct advantage.

KEY PROFESSIONAL COMPETENCIES

Regulatory Knowledge: Deep understanding of DM building codes, permit workflows, DEWA/DCD standards, and UAE labor safety laws.

Site Leadership: Proven track record in managing sub-contractors, resolving design clashes, and maintaining high productivity.

Problem Solving: Agile diagnostic ability for structural defects, emergency maintenance calls, and live site adjustments

Pay: AED3,001.43 - AED8,000.00 per month
