Civil Engineering Lead

Position Summary

The Civil Engineering Lead will organize, direct, and coordinate complex projects within major operating programs involving facility essential systems, real property, and real property installed equipment. This role serves as a consultant and technical expert to senior specialists and agency officials, while providing engineering management, construction oversight, and project advisory support throughout the project life cycle.

Key Responsibilities
  • Organize, direct, and coordinate complex engineering projects supporting critical infrastructure related to bomber weapon systems, Nuclear Command and Control Communications, and aircraft operations.
  • Serve as a consultant and technical expert to senior subject matter specialists and agency officials responsible for broad program operations.
  • Provide Component Command engineering management of project processes, including construction oversight and project management advisory support.
  • Assist with planning, programming, requirement development, and cost estimating for significant multi-phase projects that cross engineering disciplines.
  • Coordinate project requirements with architects, engineers, and technical professionals from multiple disciplines.
  • Participate as part of an engineering team in planning, site surveys, scope development, cost estimating, and phased scheduling of projects.
  • Evaluate and advise the Government on requests for new construction, renovations, and facility infrastructure improvements.
  • Provide technical advisory support on emerging technologies to help ensure planned development remains current and effective.
  • Support development of Independent Government Cost Estimates (IGCEs) as required by the Government.
  • Ensure compliance with applicable federal, state, and local health, safety, and environmental codes throughout the project development cycle.
  • Coordinate drafting and review of architect and engineer (A&E) statements of work (SOWs).
  • Assist in developing criteria and standards for specialized, difficult, and unusual project requirements, including nuclear certification conditions.
  • Support Government review of engineering plans, specifications, and cost estimates prepared by A&E firms and other design agents.
  • Help ensure design quality, proper requirements capture, and compliance with applicable specifications and codes.
  • Work with organizational managers, budget personnel, and engineering authorities to develop and gain approval for proposed construction, maintenance, and repair projects.
  • Provide project communication support for large and complex efforts involving multiple stakeholders.
  • Interface with facility occupants, operators, Air Force Nuclear enterprise leadership, subject matter experts, national laboratories, A&E firms, USACE, NAVFAC, AFCEC, and other mission partners.
  • Monitor project progress at installation locations and provide guidance and status input to higher headquarters levels.
  • Assist with project inspections and surveillance activities, identifying discrepancies and discussing potential solutions with project personnel.
  • Provide timely and accurate support for project close-out activities.
  • Advise the Government on operations and maintenance procedures for projects nearing completion.
  • Support life-cycle project reviews, post-construction reporting, and lessons learned documentation.
  • Remain current in the use of information management software, computer-aided design and drafting tools, and project tracking or management software to support engineering problem-solving and execution.

Requirements

Required Qualifications
  • Bachelor’s degree in Engineering from an ABET-accredited program, or an ABET-accredited graduate degree in Science, Technology, Engineering, or Mathematics.
  • Minimum of three (3) years of experience in base-level, MAJCOM, or Component Command facility project planning, programming, and management.
  • Minimum of five (5) years of experience providing engineering or project management support.
  • Minimum of five (5) years of experience documenting engineering goals, objectives, and requirements.
  • Minimum of five (5) years of experience in bomber infrastructure and/or military facility management, including operations management, design, construction administration, and project programming.
  • Active Secret Clearance
Preferred Qualifications
  • Experience with Military Construction (MILCON) project planning, programming, and management.
  • Professional Engineer (PE) license preferred.
  • Project Management Professional (PMP) certification preferred.
  • Experience working in highly regulated, mission-critical, or nuclear-certified environments.
  • Strong ability to manage multiple projects and coordinate across technical, operational, and leadership stakeholders.
Knowledge, Skills, and Abilities
  • Strong knowledge of general engineering principles and project management practices.
  • Ability to lead complex, multi-phase projects across multiple engineering disciplines.
  • Skilled in reviewing technical documentation, plans, specifications, and cost estimates.
  • Effective communicator with the ability to coordinate across diverse internal and external stakeholders.
  • Strong analytical skills with the ability to identify discrepancies, evaluate solutions, and support sound decision-making.
  • Working knowledge of applicable construction, environmental, safety, and regulatory codes and standards.
  • Proficiency with engineering, project tracking, and information management software tools.
