Manager is responsible for the full project lifecycle of large-scale civil engineering and infrastructure projects abroad, ensuring they are completed on time, within budget, and meet the highest standards of safety, quality, and international compliance. This role requires exceptional leadership, cross-cultural communication, and an in-depth understanding of international project dynamics.

Key Responsibilities1. Project Planning and Execution

  • Develop, implement, and monitor a comprehensive Project Management Plan, including detailed schedules (e.g., using Primavera P6 or MS Project) and resource loaded budgets.

  • Define project scope, goals, and deliverables in collaboration with senior management and international clients.
  • Secure all necessary local and international permits, approvals, and regulatory compliances from government bodies and stakeholders in the host country.
  • Oversee and direct all construction activities, including earthworks, foundations, utilities, drainage, roads, and other civil infrastructure elements.

2. Financial and Contract Management

  • Full P&L responsibility for the project; manage project budget, track costs, and forecast expenditures to prevent cost overruns.
  • Manage international procurement processes, including sourcing, negotiating, and contracting with local and international suppliers and subcontractors.
  • Administer the project contract (e.g., FIDIC, NEC, or local equivalents), managing claims, variations, and contractual correspondence.

3. Safety, Quality, and Compliance

  • Safety First: Establish and enforce stringent international health, safety, and environmental (HSE) standards, ensuring compliance with both company policy and local legislation.
  • Implement a robust Quality Assurance/Quality Control (QA/QC) program, ensuring all civil works meet design specifications, engineering standards, and client requirements.
  • Monitor environmental impact and ensure project compliance with relevant international and local environmental protection laws.

4. Team and Stakeholder Management

  • Lead, mentor, and manage a multi-disciplinary and often multi-cultural project team, including engineers, site supervisors, and administrative staff.
  • Serve as the primary point of contact for the client, local government officials, consulting engineers, and external stakeholders.
  • Prepare and present accurate, timely project progress reports, financial updates, and risk assessments to the client and executive leadership.

5. Overseas-Specific Challenges

  • Manage complex international logistics, including the import and export of materials, heavy equipment, and specialized personnel.
  • Identify, analyze, and mitigate project risks, including political instability, currency fluctuations, labor disputes, and changes in local regulations.
  • Demonstrate cultural sensitivity and adapt management style to effectively lead teams and negotiate with partners from diverse backgrounds.

Required Qualifications and SkillsEducation and Certifications

  • Bachelor's Degree in Civil Engineering, Construction Management, or a related field. A Master's Degree is a plus.
  • Project Management Professional (PMP)® or equivalent certification (e.g., PRINCE2) is highly preferred.

Experience

  • Minimum of 8-10 years of progressive experience in Civil Engineering, with at least 5 years in a Project Manager role.
  • Proven track record of successfully delivering large-scale civil/infrastructure projects (e.g., roads, bridges, ports, utilities, or large commercial/industrial sites).
  • Demonstrable experience managing projects in an overseas/international capacity in challenging or developing markets.

Skills

  • Technical Proficiency: Strong understanding of civil construction methods, materials, and engineering principles. Proficiency with project management software (Primavera P6, MS Project) and relevant engineering software (AutoCAD, Civil 3D).
  • Leadership: Exceptional ability to lead, motivate, and manage large, diverse teams in remote locations.
  • Communication: Excellent written and verbal communication skills, including the ability to communicate technical information clearly to non-technical

stakeholders. Fluency in a second language relevant to the project region is a significant advantage.

  • Problem-Solving: Strong analytical and critical thinking skills to resolve complex on-site technical and logistical issues under pressure.
  • Adaptability: Proven ability to thrive and maintain high performance in challenging, remote, or culturally unfamiliar environments.
