As part of our continued growth, we are seeking a highly experienced Civil Tendering Section Head to lead our tendering and estimation activities for major civil and architectural projects. Key Responsibilities

• Lead and manage the Civil Tendering Section, including tender engineers, quantity surveyors, and draftsmen.
• Oversee the full tendering cycle for Civil & Architectural works, ensuring compliance with tender documents, specifications, and timelines.
• Review and analyze tender documents, drawings, BOQs, contracts, and specifications.
• Ensure accurate quantity take-offs, cost estimates, and cost breakdown structures (CBS).
• Lead the preparation of technical and commercial tender submissions, including value engineering proposals.
• Coordinate with other disciplines (MEP, Planning, Procurement, Contracts) to ensure complete and competitive tenders.
• Participate in contract reviews, tender clarifications, negotiations, and post-tender meetings.
• Ensure consolidation and submission of final tender documents in accordance with client instructions.
• Conduct post-tender analysis, including comparison of estimated vs. actual project costs.
• Support management in bid strategy, pricing decisions, and risk assessment.
• Maintain confidentiality of tender information and adhere to company policies and governance.
• Mentor and develop team members, ensuring continuous professional growth and performance improvement.
• Act as a delegate for senior management when required.

Qualifications

• Bachelor’s degree in Civil Engineering.
• 10+ years of experience in civil tendering and estimation, with proven leadership experience.
• Strong background in cost estimation, BOQs, value engineering, and contracts for large-scale construction projects.
• Solid understanding of FIDIC contracts, local regulations, and construction methodologies.
• Excellent negotiation, communication, and stakeholder management skills.
• High level of commercial awareness and analytical thinking.
• Strong leadership and team management capabilities.
• Very good command of English (written and spoken).
• Proficiency in estimation tools, MS Office, and relevant engineering software.
