Hiring Range: $72,000 - $90,000

Full Time or Part Time: FULL TIME

JOB DESCRIPTION

This position serves as a Business Partner to the assigned Regions and Divisions by working closely with agency leadership to develop HR strategies that support the agency’s mission. Assists in the overall operations of the Office of Human Resources, with special emphasis on recruitment, selection, EEO, employee relations, conflict resolution, grievance procedure, compensation and classification, transactions and records management, performance management, and customer service to the Department of Environmental Quality. Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.

RESPONSIBILITIES

  • Recruitment and selection to include advertising, screening, interviewing (per request), and negotiating salaries.
  • Employee relations including counseling, performance management, discipline, conflict resolution, grievance procedure, EEO, and complaint investigation.
  • Classification and compensation to include job design, evaluation and analysis.
  • HR records management.
  • Work Force Planning and implementation
  • Working Knowledge of State Benefits Program (including VSDP, FMLA, Leave Share & Prior State Service).
  • Payroll Documentation & Leave Transaction.


QUALIFICATIONS

  • Demonstrated ability to analyze data and reach conclusions which are logical and legally supportable
  • Counsel and advise managers and employees in resolution of human resources issues, principles and practices.
  • Design, analyze, and implement policies, procedures and programs.
  • Use database software and manual records to compile, manage, and report human resource management and development data.
  • Prioritize own work and use initiative to get work done.
  • Interpret and apply federal and state regulations and DHRM policies/procedures.
  • Communicate effectively, both verbally and in writing, with diverse individuals and groups.
  • Design and deliver presentations and training to management and employees.
  • Ability to review, develop and/or recommend organizational structures for all levels of work units.
  • Knowledge/experience to process Cardinal and RMS transactions for assigned Divisions and Regions.
  • Possess organizational skills and demonstrated customer service or experience with customer service programs. Skill in the use of PC software/hardware and database operations.
  • Progressively responsible experience in the full range of HR functions.
  • Experience with leading a project/team.
  • Required to make occasional day and overnight travel to regional offices, training facilities, and statewide conference(s).
  • SHRM-CP or SCP Certification is a plus.
  • Course work in human resources, public or business administration; training in human resource principles, practices, and procedures either through college course work, seminars, or on-the-job training.
