Support the Implementation of the National Coastal Nonpoint Pollution Control Program
Work with OCM’s Coastal Nonpoint Program lead and EPA, and state partners as needed, to prepare decision documents regarding the approvability of a state’s coastal nonpoint program.
Support the development of administrative records, respond to public comments for proposed decisions in the Federal Register, develop communications plans and briefing documents regarding federal actions on state coastal nonpoint programs, and collect and review records for responses to any relevant Freedom of Information Act requests.
Work with OCM’s Coastal Nonpoint Program lead and OCM’s Environmental Compliance Team to complete all necessary environmental compliance. requirements needed for decisions on state coastal nonpoint programs.
Support the Implementation of Coastal Zone Management Act Programs:
Serve as a liaison to and subject matter expert on assigned Coastal Zone Management (CZM) program(s), including: monitoring and providing appropriate financial, policy/management, and technical assistance in coordination with federal leads.
Coordinate with NOAA’s Federal Program Officer to negotiate, process, amend, and monitor cooperative agreements and grants, and provide technical assistance to assigned CZM programs on grants management.
Conduct necessary environmental compliance for cooperative agreement tasks, including relevant post-award actions, and coordinate with OCM environmental compliance team for guidance and approval.
Support implementation activities, including: review and approval of annual performance measure submissions; participation in routine evaluations of assigned state CZM programs required under the CZMA; review and recommend approval of changes to assigned state CZM programs and program enhancement strategies to the federal project leads as required under the CZMA.
Work with OCM’s Communities Program Manager to support projects or efforts related to the implementation of the National Coastal Zone Management Program, which may include development of funding summaries, and/or work related to the National Coastal Zone Management Strategic Plan.
Participate and contribute to both OCM Program and Regional Teams.
Master’s degree in Environmental Policy, Marine Policy, or a related field, plus 3 additional years of relevant professional experience.
Documented experience in environmental planning, policy, technical, and regulatory support for the Federal Government.
Documented knowledge of/experience with coastal management issues, with experience specific to coastal nonpoint pollution preferred.
Strong communication skills, including both written and oral communication.
The successful candidate will be organized, detail-oriented, manage time to achieve project objectives to meet deadlines, and work both independently and collaboratively as part of a team.
Ability to pass a National Agency Check and fingerprinting background check and maintain it through the duration of employment.
