COASTAL PROGRAM ANALYST I

Join the Planning team at the San Francisco Bay Conservation and Development Commission (BCDC) and create plans to address critical issues for the San Francisco Bay, including climate change and sea level rise adaptation, natural resource protection, land use, and environmental justice and equity.

Under direction of the Long-Range Planning Manager, the Coastal Planner conducts policy planning studies reviewing the San Francisco Bay Plan and the Commission’s Special Area Plans and provide recommendations on policy development. Special focus will be on policy analysis related to public access issues related to sea level rise and climate change, habitat restoration, and social equity and environmental justice to support the Commission’s efforts to implement the Regional Shoreline Adaptation Guidelines developed pursuant to SB 272 (Laird). Coastal Planner works is responsible for a wide variety of planning functions, including literature research, policy and data analysis, technical and policy report writing, and outreach. Working in partnership with other public agencies and interest groups, the Coastal Planner develops and presents planning recommendations to the Commission.

This position is a full-time, limited-term 12-month position, with the possibility of becoming permanent.

Working Conditions

  • Work in a stationary position (such as sitting or standing) in an office for long periods of time using a keyboard and video display terminal.
  • Required to complete all required training and information as requested including but not limited to Ethics, Sexual Harassment, Form 700, and Nepotism.
  • Work in a multi-story office building in downtown San Francisco, Monday through Friday 0800-1700 (normal working hours). Flexible hours and telework may be considered in compliance with BCDC Telework Policy.

Department Information

The San Francisco Bay Conservation and Development Commission is responsible for protecting and enhancing the San Francisco Bay and advances the Bay’s responsible, productive, and equitable uses—for today and for generations to come—as we face a changing climate and rising sea levels.

Long-Range Planning Team:

BCDC’s Long-Range Planning Team, part of the Planning Division, leads major planning studies, policy development, and integrates science and best practices into BCDC’s planning and regulatory work. Recent policy achievements include:

  • Incorporating the Regional Shoreline Adaptation Plan into the Bay Plan to guide local sea level rise planning
  • Updating the San Francisco Bay Seaport Plan
  • Updating the Bay Plan to encourage habitat restoration
  • Adding environmental justice and social equity policies to the Bay Plan

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

We are seeking a talented and driven coastal planner to design and support policy research and development on behalf of BCDC. You should be an effective and analytical problem solver with excellent communication and collaboration skills. This role requires close communication with local, state, and federal agency staff, and other project stakeholders, community-based organizations, and with BCDC‘s regulatory and planning staff.

You should feel comfortable working independently and in teams. Ideally, you will have experience and interest in coastal or natural resource management, sea level rise adaptation, and collaborative land use planning, as well as environmental justice and social equity. Knowledge of California coastal zone management, land use and environmental planning principles, including familiarity with CEQA is highly desirable.
