Code Compliance Officer

DISTINGUISHING FEATURES OF THE CLASS

The Code Compliance Officer is responsible for inspecting existing buildings and dwelling units to determine compliance with city ordinance standards. The primary focus is on conducting inspections and driving improvements and revitalization in neighborhoods and communities. This position ensures the health and public safety of citizens. This includes addressing a range of issues such as overgrown grass, abandoned vehicles, illegal dumping, sign enforcement, and verifying proper permits for structures. Incumbents make independent judgments in the field in accordance with departmental policy and must effectively communicate these decisions to others to obtain compliance. Incumbents report to the Code Environmental Manager and work is evaluated based upon result obtained.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Responds to citizen complaints and requests for information regarding city codes and ordinances.

• Inspects properties for compliance with applicable local codes and zoning ordinances.

• Completes inspection reports and related documentation.

• Prepares and issues notices of violation where unsafe or illegal conditions exist, and conducts follow-up inspections to ensure corrections are made.

• Assures inspections are scheduled, performed, and inputted in a timely manner.

• Prepares and researches environmental studies for demolition clearance.

• Provides information to owners or other customers regarding City codes and zoning ordinances.

• Provides information on other City agencies and departments when needed.

• Investigates and addresses cases of high grass and weeds in the city.

• Identifies and addresses issues related to abandoned or junk vehicles.

• Removes unauthorized signage from the right of way and address obstructions.

• Investigates and resolves sign violations and illegal dumping cases.

• Addresses nuisance complaints from residents.

• Carries out administrative tasks.

• Attends municipal court sessions.

• Conducts research and gathers information related to code compliance cases.

• Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

Additional Requirements:

• This position requires the use of personal or City vehicles for City business. Individuals must be physically capable of operating vehicles safely, possess a valid driver's license and have an acceptable driving record.

• Some positions will require the performance of other essential and marginal functions depending upon location, assignment, or shift.

SUPERVISION RECEIVED & EXERCISED

• Works under the general supervision of the Code Environmental Manager.

• This position has no supervisory responsibilities.

QUALIFICATION GUIDELINES

Knowledge of:

• City codes and ordinances.

• Principles, practices, methods and techniques of code violation investigation and enforcement.

• General city services and municipal organizational structure as they relate to code enforcement.

• Microsoft applications and modern office procedures.

Ability to:

• Make decisions in accordance with laws, ordinances, regulations and departmental policies and procedures.

• Deal tactfully with the public and maintain composure while under stressful situations.

• Understand written and oral instructions.

• Respond to inquiries, complaints and requests for service.

• Communicate clearly and concisely, both orally and in writing.

• Operate and use modern office equipment including a computer.

Education & Experience:

• Associate’s degree or equivalent from a two-year college or technical school; or three (3) years of related experience and/or training; or equivalent combination of education and experience.

Licenses, Certificates & Registrations:

• Texas Department of Health-Code Enforcement Officer License required within first year of employment.

• IPMC (International Property Maintenance Code) preferred.

• Valid Texas Driver’s License.

PHYSICAL REQUIREMENTS

The employee is regularly required to sit and use hands and fingers. The employee is occasionally required to lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision and ability to adjust focus.

WORKING CONDITIONS

The employee is routinely exposed to outdoor weather conditions and moving vehicle traffic. The noise level in the work environment is usually moderate.
