THE POSITION: The Code Compliance Officer enforces the City’s codes (including zoning, property maintenance, and business licenses) and works to abate public nuisances and dangerous situations as outlined in the City’s Municipal, Land Use, Business License, and Development Codes. The successful candidate will interpret and explain laws and regulations to the public to gain conformance; respond to complaints; conduct field inspections; issue notices and orders of compliance; recommend legal prosecution of persons who fail to respond; and coordinate legal action with the City Prosecutor. The Code Compliance Officer receives direction from the Code Compliance Supervisor and City Building Official/Fire Marshall.EXAMPLES OF ESSENTIAL DUTIES: • Inspect residential dwellings, buildings, vacant lots, businesses and commercial properties to ensure compliance with applicable codes.• Investigate reports/complaints of possible code violations, document found violations with photographs and written reports and conduct follow-up inspections to ensure compliance.• Issue and deliver notices, warnings, citations and compliance orders to violators.• Develop and maintain case files.• Research ownership documents and legal property descriptions.• Coordinate communications with complainants, violators, attorneys and related agencies.• Compile information and data for monthly reports.• Testify in Court and/or at Administrative hearings.• Perform related duties as assigned.QUALIFICATIONS: Any combination of education and experience that would provide the required knowledge, abilities and skills is qualifying. A typical way to obtain the qualifications would be: • Code Compliance Officer I: High school diploma and experience in dealing with the public.• Code Compliance Officer II: Two years’ experience as a Code Compliance Officer I with the City of Barstow or similar job functions with another agency.• Strong communication and conflict-resolution skills with investigative abilities such as evidence collection and documentation, interviewing, and follow-through.LICENSE OR CERTIFICATE: • Code Compliance Officer I: Valid Class C California driver’s license and good driving record. Within one year of appointment, successful completion of PC 832 course.• Code Compliance Officer II: Valid Class C California driver’s license and good driving record. PC 832 certificate required.
