Code Enforcement Officer

POSITION SUMMARY

This position performs professional, technical, and investigative work related to the enforcement of the City of Mulberry’s municipal codes and ordinances. The Code Enforcement Officer is responsible for protecting public health, safety, and welfare through fair, consistent, and impartial enforcement of property maintenance, zoning, nuisance, and related codes. Work involves routine inspections, complaint-driven investigations, public contact, documentation, and coordination with other City departments and the Mulberry Marshal’s Office. This position does not require Georgia POST certification and is a civilian, non-sworn position.

The employee works under the general supervision of a designated supervisor within the Mulberry Marshal’s Office and exercises independent judgment and discretion in accordance with established laws, ordinances, policies, and procedures.

MAJOR DUTIES AND RESPONSIBILITIES

The duties listed below are illustrative and not all-inclusive. Other duties may be assigned as required.

  • Patrols assigned areas of the City to proactively identify violations of municipal codes, zoning ordinances, and property maintenance standards.
  • Responds to citizen complaints regarding potential code violations, including but not limited to housing conditions, overgrown lots, abandoned vehicles, illegal dumping, signage, noise, animals, land use, and nuisance conditions.
  • Conducts site inspections and field investigations to determine compliance or non-compliance with applicable codes and ordinances.
  • Documents violations through written reports, photographs, and other evidence; maintains accurate and complete case files in accordance with record retention requirements.
  • Issues warnings, notices of violation, correction notices, and citations as authorized by City ordinance.
  • Explains code requirements, corrective actions, and compliance timelines to property owners, tenants, contractors, and business operators in a professional and impartial manner.
  • Conducts follow-up inspections to verify compliance and recommends additional enforcement actions when necessary.
  • Coordinates enforcement activities with the Mulberry Marshal’s Office, Community Development, Planning and Zoning, Building Services, Public Works, and other City departments.
  • Prepares cases for court action, including compiling evidence, preparing reports, and coordinating with prosecutors; appears in court to provide testimony when required.
  • Maintains logs, databases, and reports related to inspections, violations, enforcement actions, and case status.
  • Provides information and assistance to the public regarding City codes, ordinances, and enforcement processes.
  • Identifies recurring code issues and may recommend amendments or improvements to ordinances, policies, or enforcement procedures.
  • Operates assigned City vehicles and equipment in accordance with City and departmental policies.
  • Assists during emergency or disaster situations as directed, including damage assessments and hazard identification.

DESIRABLE QUALIFICATIONS

Education and Experience

  • High school diploma or equivalent required.
  • Associate degree or coursework in criminal justice, zoning, urban planning, public administration, construction, inspections, or a related field is preferred.
  • Prior experience in code enforcement, inspections, investigations, zoning, building services, compliance, or a related field is preferred.
  • Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.

Certificates, Licenses, and Registrations

  • Valid Georgia driver’s license with a satisfactory motor vehicle record.
  • Certification as a zoning inspector, property maintenance inspector, or similar credential is preferred and may be required within a specified period after hire.
  • Georgia POST certification is not required for this position.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of municipal codes, zoning ordinances, and property maintenance standards, or the ability to rapidly acquire such knowledge.
  • Knowledge of inspection, investigation, and enforcement principles and practices.
  • Ability to interpret and apply laws, ordinances, policies, and procedures consistently and impartially.
  • Ability to conduct site inspections and field investigations involving moderate physical activity.
  • Skill in preparing clear, accurate, and comprehensive written reports and documentation.
  • Ability to communicate effectively, both orally and in writing, with the public, coworkers, and other agencies.
  • Ability to handle difficult or confrontational situations professionally and tactfully.
  • Ability to exercise sound judgment, discretion, and problem-solving skills in enforcement decisions.
  • Ability to establish and maintain effective working relationships with property owners, residents, contractors, businesses, City staff, and partner agencies.
  • Proficiency in basic computer applications, including word processing, email, databases, and record management systems.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

  • Ability to perform light to moderate physical work, including walking, standing, bending, kneeling, climbing, and lifting objects weighing up to approximately 20 pounds.
  • Work is performed both indoors and outdoors and may involve exposure to adverse weather conditions, uneven terrain, noise, dust, odors, and potentially unsafe or unsanitary conditions.
  • The position may involve interactions with uncooperative or upset individuals.

OTHER REQUIREMENTS

  • Must be at least eighteen (18) years of age.
  • Must be legally authorized to work in the United States.
  • Must successfully complete a background investigation and motor vehicle record check.

Job Type: Full-time

Pay: From $26.44 per hour
