Job Purpose:
To manage and oversee all commercial, contractual, and cost control functions of the contracting business. Responsible for budgeting, cost monitoring, contract administration, commercial risk evaluation, and ensuring project profitability through effective financial planning and control.
Key Responsibilities:
1. Commercial Management
- Lead the commercial strategy for all ongoing and upcoming projects.
- Review and negotiate contracts, subcontracts, terms, and commercial conditions.
- Ensure compliance with contractual obligations and mitigate commercial risks.
- Manage claims, variations, change orders, and contractual disputes.
2. Cost Control & Budgeting
- Develop project budgets, cost breakdowns (CBS), and cash flow forecasts.
- Monitor project expenditures vs. budget and prepare variance reports.
- Track cost performance, productivity, and financial status of projects.
- Implement cost-saving initiatives without compromising quality or progress.
3. Contract Administration
- Prepare, review, and finalize contractual documents, agreements, and amendments.
- Ensure contract terms are followed by project and procurement teams.
- Maintain records of contract correspondence, claims, notices, and approvals.
- Support project teams on interpretation of contract clauses and rights.
4. Tendering & Estimation Coordination
- Work closely with estimation team for pricing, BOQ review, and feasibility.
- Evaluate commercial risks and opportunities in tender submissions.
- Provide input for pricing strategy, markup levels, and negotiation plans.
5. Reporting & Financial Control
- Prepare monthly cost reports, earned value analysis (EVA), and commercial dashboards.
- Provide management with financial projections, revenue forecasts, and profitability analysis.
- Review subcontractor payments, variations, procurement packages, and payment certifications.
- Ensure timely project billing and follow up on payment collections from clients.
6. Stakeholder & Client Coordination
- Act as commercial focal point for clients, consultants, subcontractors, and suppliers.
- Attend commercial meetings, progress reviews, and negotiation sessions.
- Resolve commercial matters through strategic discussions and documentation.
Qualifications & Experience:
- Bachelor’s in Civil Engineering / Quantity Surveying / Construction Management or related field.
- Minimum 10+ years experience in commercial & cost control roles within contracting/construction industry.
- Strong knowledge of UAE construction contracts (FIDIC or equivalent).
- Skilled in cost management tools, MS Excel, ERP/Project Cost Control systems.

- Experience in high-rise building projects.
- Professional certifications such as MRICS/FRICS/CMA/CCP are an advantage.
- Strong knowledge of claims preparation, dispute resolution & arbitration procedures.
