DISTINGUISHING CHARACTERISTICS OF WORK

The Communications Specialist performs professional communications and digital media work in support of the Parks and Community Engagement (P.A.C.E.) Department. Under the general supervision of the Deputy Director of Parks and Community Engagement, this position is responsible for developing, implementing, and managing the Department’s public communications across digital platforms, including social media, websites, and other online communication channels.

The Communications Specialist plans and produces engaging multimedia content to promote programs, services, facilities, initiatives, and events while ensuring consistent branding and accurate public information. The Communications Specialist coordinates marketing and outreach strategies designed to increase community awareness, participation, and engagement with P.A.C.E. programs and services.

This position may be required to attend special events, programs, and activities hosted at parks and other community facilities to capture and publish real-time content, photography, video, and updates for public distribution. The position also monitors public engagement, analyzes communication metrics, and ensures information shared with the public remains timely, accurate, and aligned with departmental and municipal communication standards.

ESSENTIAL EXAMPLES OF DUTIES

The following illustrates examples of some of the essential duties and responsibilities of the Communications Specialist. There may be other essential functions, not listed below, in order to accomplish the tasks as presented by the Deputy Director of Parks and Community Engagement.

  • Develop and implement social media and digital communication strategies to promote P.A.C.E. programs, services, events, and facilities.
  • Create and manage multimedia content including graphics, photography, short-form videos, and written posts for social media platforms and webpages.
  • Maintain and update P.A.C.E. webpages to ensure content accuracy, accessibility, and timely dissemination of information.
  • Coordinate promotional campaigns for seasonal programs, special events, facility openings, and community initiatives.
  • Monitor and manage the Department’s social media accounts, responding to public inquiries and moderating comments in accordance with municipal policies.
  • Track and analyze social media and website performance metrics and prepare periodic reports on engagement, reach, and marketing effectiveness.
  • Collaborate with departmental staff to identify programs and initiatives that require promotional support.
  • Attend departmental programs, activities, and special events to capture promotional content and provide real-time or post-event media coverage.
  • Assist in the development of marketing materials including flyers, digital advertisements, newsletters, and press releases.
  • Maintain digital archives of photos, videos, promotional materials, and customer feedback or reviews.
  • Ensure that all public-facing communications reflect departmental branding standards and municipal communication guidelines.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of current digital marketing practices, social media platforms, and content management systems.
  • Proficiency with major social media platforms including Facebook, Instagram, X (Twitter), YouTube, and other emerging platforms.
  • Knowledge of social media analytics and digital engagement strategies.
  • Ability to create compelling written, visual, and video content for public communication.
  • Proficiency in graphic design and multimedia editing software (e.g., Canva, Adobe Creative Suite, or similar tools).
  • Strong written and verbal communication skills.
  • Ability to analyze engagement data and recommend improvements to communication strategies.
  • Ability to work collaboratively with staff, community members, and external partners.
  • Ability to organize multiple projects, meet deadlines, and adapt to changing priorities.
  • Bilingual communication skills are desirable.

PHYSICAL REQUIREMENTS

  • Must have ability to effectively communicate and interact with other employees and the public through the use of telephone and personal contact as normally defined by the ability to see, read, talk, stand, hear, hands to finger dexterity, handle, feel or operate objects, read and write English.
  • Physical capability to effectively use and operate various items of office equipment; such as but not limited to a personal computer, calculator, copier and fax machines.
  • Work is performed indoors within a quiet to moderately noisy environment.
  • Must be able to lift, carry and or push articles weighing up to 20 lbs.

MINIMUM TRAINING AND EXPERIENCE

Applicants must meet one of the following criteria:

Bachelor’s degree from an accredited college or university in Marketing, Communications, Public Relations, Journalism, Digital Media, or a related field.

OR

Associate’s degree from an accredited college or university in Marketing, Communications, Public Relations, Journalism, Digital Media, or a related field and two (2) years of professional experience in communications, marketing, public relations, digital media, or related work.

OR

High school diploma or G.E.D. from an accredited institution and four (4) years of progressively responsible experience in communications, marketing, public relations, digital media, or related work.

AND

Possession of a valid motor vehicle operator’s license issued by the State of Florida with an acceptable driving record.
