The City of Beaverton is hiring a Community Development Block Grant (CDBG) Project Coordinator to lead the administration of CDBG funds from the United States Department of Housing and Urban Development (HUD). Duties include implementation and oversight of grant-funded projects, oversight of grant recipients, and development of policies and planning documents to support grant compliance. The CDBG Project Coordinator will work closely with internal teams, nonprofit partners, and other public agencies, using the community’s evolving needs and a commitment to excellent customer service as guiding principles to further affordable housing goals for Beaverton.

Has hands-on experience in CDBG or other similar federal grant requirements.

Can build strong relationships with stakeholders from a wide variety of backgrounds.

Communicates clearly and effectively in a variety of formats and is comfortable drafting reports, presenting to City Council, and working with community partners.

Understands federal grant compliance, including environmental reviews, labor standards, and fair housing requirements.

Can manage multiple complex projects and deadlines with attention to detail and care for the community.

Enjoys collaborating across departments and jurisdictions to align goals and share resources.
This is a full-time, non exempt, SEIU-classified position. This role will be eligible for hybrid work following the successful completion of probation. Occasional evening or weekend work will be required to attend meetings or community events. There is one vacancy.

- Oversee administration of the CDBG program including project administration, grant compliance review, and federal reporting such as the Consolidated Annual Performance and Evaluation Report (CAPER), Section 3 Contracting, Davis Bacon, Environmental Review, and Semi-Annual Labor Standards Enforcement Reports.

Draft strategic plans, annual plans, CAPER, and additional reports including a five-year consolidated plan, annual action plans, fair housing analysis of impediments, and budget narratives.

Subrecipient monitoring and oversight, and development of program policy.

Develop and monitor budget for assigned projects and programs.

Write and proofread content for communication materials including news articles, social media, press releases, flyers, and web pages.

Design communication materials for community outreach.

Give presentations or develop talking points for managers on the CDBG program at a variety of stakeholder meetings including Beaverton City Council, community meetings, and other jurisdictional meetings.

Provide consulting to other teams in the Development and Economic Development divisions on developing community engagement plans with a focus on including a wide range of voices.

Contribute to the promotion of organizational values, including access. respect, and accountability.

Minimum qualifications:

Bachelor’s degree in public administration, business, social sciences, or a related field, and
-
Four years of experience coordinating community development, real estate, urban renewal, economic development, or housing projects and programs; or

An equivalent combination of education and experience enabling the incumbent to perform the essential functions of the position.

Wage range: $39.84 - $53.38 hourly
Starting rate will be determined based on an analysis of related work experience as outlined in the Oregon Equal Pay Act. New hires who meet minimum requirements will start at step one. Higher steps within the posted wage range may be offered to those who have additional years of directly related experience.
