The City of Galesburg seeks interested applicants to fill one full-time Community Service Officer position in the Police Department. This permanent bargaining unit position has a starting hourly rate of $22.53 (Step A). This position will work 1 p.m. - 9:30 p.m., M-F.
The pay range for this position is $22.53- $28.84.
GENERAL DESCRIPTION
Responsible for performing non-criminal ordinance enforcement within those areas directed by the Neighborhood Enhancement Supervisor, including but not limited to parking violations, nuisance ordinances, inspections, and investigation of possible nuisance complaints, and completing citations for those offenses as well as administrative citations for those ordinances so approved. Assists patrol officers in those non-criminal enforcement/investigative functions as directed. Conducts mobile and walking patrols of public and private parking areas; issues tickets as necessary; checks handicapped spaces to ensure proper usage and issues tickets accordingly.
ESSENTIAL FUNCTIONS
Reports traffic problems/concerns to the police supervisor or dispatch and assists motorist in distress.
Provides directions and answers general inquiries of the public; refers serious complaints/problems to the supervisor.
Appears in court as necessary to defend tickets issued.
Turns copies of issued tickets into City Hall at the end of each day for the preparation of parking violations records.
Picks up and delivers Public Safety/City Hall mail as necessary.
Responsible for the enforcement of weed control, inoperable vehicles, and other nuisance ordinances throughout the City.
Inspects and investigates reported nuisance ordinance violations.
Directs traffic as assigned by the supervisor.
Assumes crossing guard duties when regular crossing guards are absent.
Assists residents with lost and found property, including, but not limited to, bicycles.
Handle non-emergency calls for service as directed.
Other duties as assigned.
EDUCATION
High school diploma required.
WORK EXPERIENCE REQUIRED
Experience that has provided some exposure to Police, Fire, Code Enforcement, and Emergency Medical operations, as well as familiarity with the City of Galesburg’s organizational structure, geography, and ordinances.
PERSONAL QUALIFICATIONS AND ABILITY
To deal tactfully and courteously with the public and other employees.
To work outdoors under varying weather conditions.
To understand and follow instructions.
To communicate effectively through strong written and verbal skills with co-workers, court personnel, and the general public, and to resolve problems with property owners/landlords.
Requires a valid Illinois driver’s license.
Ability to operate radios, telephones, and other communication equipment in the performance of daily functions.
Ability to prepare clear and comprehensive daily and monthly inspection activity reports and maintain files on complaints and violation notices, up to and including data entry relative to enforcement activities.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
Must be able to lift 50 lbs.
Must be able to climb a ladder.
Specific vision requirements relating to color, distance, peripheral vision, and the ability to adjust focus.
Ability to perform physical activities such as crawl, walk, sit, climb, lift, carry, push, pull, etc.
Must be able to perform tasks that require bending, stooping, standing, kneeling, climbing, and reaching. Must be able to crawl, walk, sit, lift, carry, push, pull, etc.
Must be able to move furniture and equipment as needed to do inspections.
The inspector’s office is indoors in a smoke-free environment. Inspection work takes place in a variety of environments.
