COMMUNITY SERVICES PROGRAM ANALYST
The Housing and Community Services Division is responsible for the implementation and administration of federal, state, and local grants to support lower-income residents with a goal of improving the quality of life for the community as well as engaging in issues around homelessness, including overseeing the implementation of the City's Homeless Strategic Plan. The Division further oversees the City's affordable housing and tenant protection programs and policies.
What you will be doing:
The Community Services Program Analyst plays a critical role in supporting the City's efforts to strengthen community well-being and address housing insecurity. The Community Services Program Analyst will primarily be responsible for managing the day-to-day operations and activities to administer HUD's Community Development Block Grant (CDBG), as well as local and state grant programs. The position will also be responsible for managing various contracts and implementation of the City's Homeless Strategic Plan.
At its core, this position will be responsible to ensure the City's compliance with its CDBG grant regulations and reporting obligations to HUD and other funders, liaising with the City's grantees and the Community Services Commission. This position supervises the part-time Community Services Support Clerk position assigned to the City's grants programs. In addition, active engagement at both the state and local level to advocate addressing Concord's needs, monitoring emerging trends and best practices regarding homelessness will be necessary. This will include periodic attendance at evening meetings following a normal workday. This position is also responsible for the development and monitoring of the Community Services portion of the Division's budget.

SELECTION PROCESS

All qualified applications and supplemental responses will be competitively evaluated, and those candidates demonstrating the strongest qualifications for the position will be invited to participate in a panel interview. 3. Candidates that pass the panel interview will be placed on the hiring list, based on rank, for further consideration to fill the current vacancy, and other vacancies that may occur over the next 12 months.
Conviction History:

Knowledge and Abilities
Knowledge of issues related to federal, state, and local laws and regulations relevant to housing improvement, including grant application requirements and procedures; planning and environmental requirements and federal regulations relating to community development block grant funding; federal grants and state laws related to non-profit organizations; and budget, accounting and performance measurement techniques; homlessness, including community needs and service gaps; programs and resources for housing development; public/private sector approaches and techniques to stimulate and promote housing development; financial techniques and procedures relating to housing development and expansion of affordable housing opportunities; and community social agencies and resources.
Working knowledge of the principles and methods of public and business administration, including organization and fiscal management, contract monitoring, and research methodology. Ability to effectively collect and analyze information, and to draw valid conclusions; to understand, interpret and apply applicable rules, regulations and procedures; to summarize facts and recommendations accurately, to prepare clear and concise written reports, to make effective public presentations; to understand and carry out oral and written instructions; and to establish and maintain cooperative relationships with those contacted in the course of work.
Education/Experience
Education: Possession of a Bachelor's Degree in Public Administration or related curriculum.
Experience: Two years of related professional experience.
A California Driver's License and a satisfactory driving record are conditions of initial and continued employment.
