About the Role: High Strategy + Hands-On Execution

We are a high-growth ACA Insurance Brokerage looking for a Compliance Operations Manager who does more than just "oversee." We need a functional expert who is equally comfortable designing a multi-state compliance framework as they are jumping into the weeds to file a licensing application or audit a sales call.

In this role, you aren’t just the architect; you are the builder and the inspector. You will own the compliance function end-to-end—from high-level liaison work with CMS to the daily grind of agent credentialing and call monitoring.

Key Responsibilities: What You’ll Actually Do

1. "In the Trenches" Regulatory Work

  • Direct Liaison: Personally handle all communication, filings, and correspondence with CMS, State DOIs, and carrier compliance teams.

  • Audit Execution: Don’t just manage the audit; do the work. You will pull the files, verify the "Consent to Enroll" logs, and draft the formal responses to inquiries.

  • Licensing & Appointments: Manually oversee and track the status of agent licenses and carrier appointments to ensure 100% compliance before a single call is made.

2. Daily Operations & Surveillance

  • Active Call Monitoring: Spend time daily auditing recorded sales calls, flagging keywords, and ensuring agents are providing required disclosures and ethical guidance.

  • Marketing Review: Personally review and approve every piece of consumer-facing content, social media ad, and sales script to ensure CMS compliance.

  • Real-Time Guidance: Be the "on-call" expert for the sales floor, providing immediate answers on SEP eligibility or complex enrollment scenarios.

3. Program Design & Enforcement

  • SOP Creation: Write and update the Compliance Manual and SOPs based on shifting ACA regulations.

  • Disciplinary Action: When issues arise, you are responsible for the "tough conversations"—implementing retraining programs or taking disciplinary steps to protect the agency’s license.

Who You Are

  • The "Doer": you have a "no task is too small" attitude. You enjoy the details and take pride in having a 100% accurate database.

  • ACA Expert: You have 5+ years in health insurance compliance. You know HealthCare.gov (FFM) inside and out and stay up-to-date on the latest "Final Rules."

  • System Builder: You have the experience to build a compliance program from scratch but the work ethic to maintain it daily.

  • Communicator: You can explain complex federal laws to a sales agent in a way that helps them close deals ethically, not just stop them from selling.

Requirements

  • Experience: Minimum 5 years in insurance compliance (specifically Individual/Under-65 ACA).

  • Location: Based in or willing to commute to our Dallas, TX office.

  • Technical Proficiency: Comfortable with CRM management, call-monitoring software, and the NIPR/Sircon licensing portals.

  • Education: Bachelor’s degree preferred, but deep, hands-on ACA compliance experience is the priority.
