About the Opportunity

We are conducting a confidential executive search on behalf of a leading public sector entity in Saudi Arabia. The organization is seeking a visionary, strategic, and high-integrity leader to serve as its Chief Executive Officer . This is a unique opportunity to shape the future of a key institution aligned with Saudi Arabia’s Vision 2030 transformation agenda.


Key Responsibilities

  • Define and implement the organization’s vision, mission, and long-term goals in alignment with board directives and sector priorities.
  • Lead transformation initiatives, driving operational excellence, modernization, and performance improvement across all functions.
  • Oversee policy implementation, financial management, planning and budgeting, human capital, and stakeholder engagement.
  • Ensure compliance with governance frameworks, transparency standards, and regulatory requirements.
  • Represent the organization externally, serving as the primary liaison with government entities, regulators, and stakeholders.
  • Drive data-driven decision-making, KPI tracking, and continuous improvement programs.
  • Build and develop the leadership team, fostering a performance-driven and accountable culture.
  • Oversee major projects, risk management, and alignment of operations with strategic objectives.
  • Champion change, innovation, and organizational agility within the public sector environment.


Minimum Qualifications & Experience

  • Must be eligible to work in Saudi Arabia under local employment regulations.
  • Bachelor’s degree in Public Administration, Business, Engineering, or a related discipline; an advanced degree (MBA, MPA, or equivalent) is preferred.
  • 12–15 years of progressive leadership experience within government, semi-government, or large-scale public sector/regulatory institutions.
  • Proven record at C-Suite or senior executive level, successfully leading organizational transformation and delivering measurable results.
  • Strong financial acumen including budgeting, public finance, and cost management.
  • Deep knowledge of Saudi Arabia’s governance, compliance, and regulatory landscape.
  • Exceptional stakeholder management and diplomacy skills, with the ability to engage effectively with senior government leaders and boards.
  • Strong strategic thinking, decision-making, and communication capabilities.
  • Track record of building high-performing teams and driving accountability.
  • Fluency in English (written and verbal).
