Construction Estimator/Change & Claims Specialist

Cost Estimator/Changes & Claims Specialist:

Provides independent cost estimates, reviews contractor’s and subcontractor cost proposal analysis, cost model validation, and as-needed design support estimates. Evaluates major contractor claims and changes from a merit, cost impact, and time analysis perspective. Supports field staff as-needed to mitigate and negotiate major claims and changes.

Construction Cost Estimates:

Prepares construction cost estimates to support the negotiation and substantiation of construction change orders.

Job Description

The Estimator is responsible for all independent construction cost control functions for review of the construction projects change orders including complete estimates, value analysis, schedule of values, comparisons, assisting with feasibility studies, and historical cost reports. This individual is capable of performing cost control functions on multiple projects of varying complexity simultaneously.

Essential Duties:

  • All assigned estimates will be performed timely, completely, accurately and without gross errors, with thorough and appropriate documentation and filing. This will be assisted by having all pricing and productivity thoroughly reviewed; all vendor pre-qualifications will be complete; and all project risks will be evaluated and appropriately mitigated to lessen the impact to the project.
  • All assigned projects will have ongoing contact with operations staff, including field personnel, during a project’s construction phase.
  • Challenge value of project decisions as it relates to schedule, cost and quality to ensure highest level of decisions are being followed.
  • Work in a manner that promotes highest level of team building and growing working relationships.
  • Exhibit consistent and high levels of performance from project to project.
  • Completes performance appraisal (reviews) for all direct reports (mid-year) and annually and discusses specific role profiles, as needed. In order to ensure that all staff are setting and following goals that are in line with company strategy.
  • Effectively lead project turnover meetings for all projects prior to the start of construction.

Required Skills

  • Excellent conceptual estimating skills
  • Ability to identify items required for complete systems, even if not delineated on construction documents
  • Ability to mentally schedule and construct a building from drawings (perform a take-off)
  • Able to compare and analyze various systems and related cost impacts
  • Excellent computer skills
  • Ability to quickly learn, articulate and apply new applications
  • Good communication and interpersonal skills
  • Organized, quick creative thinking, and the ability balance and prioritize projects with impending deadlines

Required Experience

  • High School degree is required
  • An industry related college degree is preferred.
  • Eight years of estimating responsibility
  • Track record with ground up construction, renovations etc. (civil/heavy infrastructure background, or rail experience)
  • Knowledge of precast, concrete, reinforcing, and steel super structures
  • Experience with formal presentations
  • Experience with Primavera, CMS, Microsoft Office (Excel, Word, PowerPoint, etc.) and estimating software.
