BizSolutions 360 Inc. (B360), an SBA 8(a)-certified small business, is seeking a qualified Construction Management Representative (CMR) to support the National Park Service Bridge Preservation Project at Yellowstone National Park.

The CMR will provide on-site construction management, quality assurance, safety monitoring, field documentation, schedule review, submittal/RFI tracking, progress reporting, and coordination support to the Government COR and project team.

Candidates with bridge preservation experience, prior NPS or federal project experience, and experience working in Yellowstone National Park, West Yellowstone, Wyoming, Montana, or similar remote/public lands environments are strongly preferred.

Key Responsibilities

  • Conduct daily site inspections and document work progress with detailed logs and photographs.
  • Verify contractor work is performed in accordance with contract drawings, specifications, safety requirements, and quality standards.
  • Observe bridge preservation activities, including:
  • Concrete spall repair
  • Concrete crack sealing
  • Epoxy overlays
  • Bridge deck repair
  • Joint sealing and repair
  • Stone masonry repair and repointing
  • Scour countermeasure placement
  • In-water work
  • Hydro demolition
  • Structural steel painting
  • Railing repair
  • Containment systems
  • Asphalt paving
  • Monitor the contractor’s Quality Control Plan and verify implementation of required inspection phases.
  • Track contractor progress and identify deficiencies, delays, or nonconforming work.
  • Maintain deficiency and punch-list logs.
  • Review Contractor Quality Control reports and compare them with CMR daily reports.
  • Review submittals, RFIs, schedules, pay requests, and contractor documentation.
  • Prepare daily inspection reports, weekly progress reports, meeting agendas, meeting minutes, and photographic logs.
  • Support preparation of Independent Government Estimates, cost reviews, and change order documentation.
  • Perform schedule review and analysis using CPM tools such as Microsoft Project, Primavera P6, or equivalent.
  • Review baseline schedules, monthly updates, and 2–3 week look-ahead schedules.
  • Monitor safety compliance, OSHA requirements, PPE usage, and contractor Accident Prevention Plan implementation.
  • Immediately report unsafe conditions, quality issues, schedule slippage, potential claims, differing site conditions, or environmental concerns.
  • Conduct certified payroll reviews and labor interviews.
  • Upload and maintain project records in the required project management software.
  • Support closeout activities, including as-builts, warranties, punch-list completion, final reports, and closeout documentation.
  • Coordinate with NPS, park staff, the COR, construction contractor, subcontractors, inspectors, and other stakeholders.
  • Help protect natural and cultural resources and minimize disruption to park operations.

Required Qualifications

  • OSHA 30-Hour Construction Safety Training required.
  • Minimum 5 years of experience in:
  • Construction management
  • Construction inspection
  • Quality assurance
  • Field construction oversight
  • Strong ability to read and interpret:
  • Construction contracts
  • Drawings
  • Specifications
  • Schedules
  • Safety plans
  • Quality control plans
  • Experience with federal construction documentation, including:
  • Daily reports
  • Submittals
  • RFIs
  • Meeting minutes
  • Progress photos
  • Deficiency logs
  • Pay applications
  • Closeout documents
  • Proficiency with Microsoft Word, Excel, Teams, and Project.
  • Experience with Primavera P6, Microsoft Project, or equivalent scheduling software.
  • Experience with construction project management software such as Procore, ProjectTeam, PMWeb, Wrike, or equivalent.
  • Strong technical writing, reporting, communication, and documentation skills.
  • Ability to work independently in a field environment.
  • Ability to remain on or near the project site for the project duration.

Preferred Qualifications

  • Prior bridge preservation or bridge rehabilitation experience.
  • Prior experience working with:
  • National Park Service
  • Denver Service Center
  • Department of the Interior
  • Other federal agencies
  • Experience working in Yellowstone National Park, Wyoming, Montana, West Yellowstone, or similar remote project locations.
  • Experience with projects involving:
  • Concrete repair
  • Bridge deck repair
  • Masonry repair
  • Structural steel
  • Paving
  • In-water work
  • Environmental/resource protection
  • Experience supporting projects with construction values in the $5 million to $10 million range.
  • Experience working with Government CORs, Contracting Officers, Project Managers, park staff, and federal construction contractors.
  • ACI Level I, USACE CQM, bridge inspection, concrete inspection, paving inspection, erosion control, or similar certification preferred.
  • Bachelor’s degree in Construction Management, Civil Engineering, Architecture, Engineering, or related field preferred.
