IMPORTANT INFORMATION
  • Working Condition: Hybrid > This position can be primarily hybrid with some requirements for in-person work.

WHAT YOU WILL DO
The primary purpose of this position is to manage the design, development, and construction of affordable housing projects funded by OHCS, including contracts and field work, for new construction and rehabilitation projects. The Construction Project Manager ensures that affordable housing projects are built according to specifications, within budget, and in compliance with applicable building codes, regulations, and funding requirements. This position serves as the primary technical resource for construction-related matters, working in partnership with Development Officers, project sponsors, and development teams to facilitate the successful completion of affordable housing developments while minimizing financial and legal risk to OHCS.
MINIMUM QUALIFICATIONS
A Bachelor’s Degree in Construction Management, Business Administration, Public Administration, Architecture, Planning or Engineering; AND three years of progressively responsible experience related to the class series concept;
OR
An Associate Degree (or comparable course work) in Architectural, Construction or Engineering Technology; and four and one-half years of progressively responsible experience related to the class series concept;
OR
Six years of progressively responsible experience related to the class series concept.

Affordable Rental Housing Division: Production Section
Oregon Housing and Community Services (OHCS) provide stable and affordable housing and engage leaders to develop integrated statewide policy that addresses poverty and provides opportunity for Oregonians. OHCS’s vision for the state is that all Oregonians have the opportunity to pursue prosperity and live free from poverty.
OHCS’s Affordable Rental Housing Division serves as the state’s housing finance agency. OHCS provides financial support to create and preserve quality, affordable rental housing for Oregonians of lower and moderate incomes. The Affordable Rental Housing Division administers federal, and state funded multifamily rental housing resources to facilitate the increased availability of safe, decent, affordable housing for Oregonians with low incomes. This includes the development of new multifamily rental units and the acquisition and rehabilitation of multifamily rental units; the preservation of existing subsidized multifamily rental housing and the long-term maintenance of affordable rental housing through asset management and compliance, as well as managing HUD Section 8 Contract for the state of Oregon.
Affordable Rental Housing Division: Resources and Development Section
The Resources and Development section of the Affordable Rental Housing division administers federal, and state funded affordable rental housing resources to facilitate the increased availability and preservation of safe, decent, and affordable housing for Oregonians with low and extremely low incomes. The Resources and Development section develops, implements, and continually improves programs that meet the community needs and align with the Statewide Housing Plan. They administer competitive and non-competitive processes to award resources to eligible affordable rental housing projects. The section ensures policy objectives are met while meeting local needs and statewide priorities. The section also ensures long-term affordability through its award of resources. The section processes funding applications, reviews financial feasibility, subsidy layering, construction progress, and lease-up.
The Production Section of the Affordable Rental Housing Division administers federal, and state funded multifamily rental housing resources to facilitate the increased availability of safe, decent, and affordable housing for Oregonians with low incomes. The Production section administers competitive processes as well as other processes to dedicate funding resources. The section ensures policy objectives are met while meeting local needs and statewide priorities. The section also ensures long-term affordability through its financing.
