Role Summary:
The Site Construction Manager represents ArcelorMittal Tubular Products Jubail as the Client’s on-site construction authority, responsible solely for monitoring, controlling, and assuring site construction activities performed by the EPC Contractor. The Construction Manager’s role is strictly site-focused, ensuring that construction works are executed exactly in accordance with approved IFC drawings, specifications, contract requirements, HSE standards, quality expectations, and project schedule.
Job Duties & Responsibilities:

Act as ArcelorMittal’s single-point site authority for construction activities

Oversee EPC Contractor’s execution of civil, structural, mechanical, electrical, instrumentation, piping, and utilities works

Ensure construction is performed strictly in accordance with approved IFC drawings, specifications, and contract requirements

Maintain continuous site presence to monitor workmanship, sequencing, and compliance
-
Review EPC Contractor’s baseline construction schedule and rolling look-ahead plans
-
Monitor physical progress, manpower, and equipment deployment
-
Verify reported progress against actual site status
-
Identify early signs of delay, productivity loss, or performance shortfalls
-
Track and follow up implementation of agreed recovery and mitigation actions
-
Monitor EPC Contractor’s QA/QC activities and site inspections
-
Ensure compliance with approved Inspection and Test Plans (ITPs)
-
Oversee closure of NCRs, punch lists, and construction deficiencies
-
Verify construction readiness for mechanical completion and commissioning
-
Monitor EPC Contractor’s compliance with ArcelorMittal HSE standards and Saudi regulations
-
Participate in site safety walks, audits, and toolbox talks

Review incident reports and ensure corrective actions are implemented

Enforce safe work practices, permit, and risk controls at site

Coordinate site interfaces between EPC Contractor, vendors, and OEMs
-
Interface with ArcelorMittal Engineering for technical clarifications

Coordinate with operations teams for construction handover readiness

Resolve site execution issues impacting progress, quality, or safety
-
Identify and document site-driven issues with potential schedule or cost impact
-
Review EPC Contractor’s site-related variations and delay claims for factual accuracy

Provide site inputs for time impact analysis and risk mitigation
-
Ensure no unauthorized site changes are executed without formal approval

Prepare and submit construction status reports from management perspective

Highlight critical risks, constraints, and mitigation actions
Education & Experience:
-
Bachelor’s degree in engineering (Mechanical, Civil, Electrical, Industrial, or Construction management) or a related field from an accredited university
-
Minimum 15 years of experience in industrial construction projects.

At least 7–10 years in a Client, Owner, or PMC Construction Management / Site Oversight role.

Strong experience overseeing EPC contractors on steel plants, pipe mills, or heavy industrial facilities, heat treatment furnaces and continuous production lines.

Prior experience in Saudi Arabia or GCC industrial projects is highly preferred.
Skills:

Strong understanding of industrial construction practices and sequencing

Knowledge of mechanical erection, piping, electrical, and utilities installation and commissioning

Ability to identify deviations from IFC drawings and specifications

Understanding of mechanical completion and handover processes

Strong site supervision and field coordination capability

Ability to challenge EPC Contractor performance professionally

Effective coordination in multi-discipline and multi-contractor environments

Ability to review construction schedules and progress reports

Familiarity with progress measurement and productivity tracking

Understanding of construction risk and recovery planning

Clear verbal and written communication skills

Ability to prepare concise site progress and issue reports

Effective stakeholder coordination at site level

Working knowledge of Primavera P6 or MS Project (monitoring level)

Familiarity with construction reporting and punch list systems
