Contingent Workforce Specialist

Position Summary

The Contingent Workforce Specialist oversees the full lifecycle of BRC's temporary workforce. This role serves as the primary liaison between BRC programs, staffing agencies, and internal HR partners to ensure efficient workforce operations, compliance with labor and contract requirements, and accurate tracking of temporary staff. This role reports to the Compliance Manager and is seated in the Recruitment Division of Human Resources Department.

Key Responsibilities

  • System Administration
    • Serve as the subject matter expert and administrator for the organization's contingent workforce tracking system. Serve as the primary point of contact for staffing agencies.
    • Troubleshoot system issues and coordinate with vendor as needed.
    • Provide training and support to internal staff and staffing agencies on system use.
  • Temp Workforce Operations and Compliance
    • Oversee the full temp-hiring lifecycle including requisitions, candidate submissions, onboarding coordination, and offboarding.
    • Maintain accurate records of contingent workforce headcount, utilization, assignment duration and tenure limits.
    • Collaborate closely with Recruitment, HR Business Partners, and hiring managers to address temporary staffing needs, and support the temporary-to-permanent talent pipeline.
    • Ensure all temporary workers have required credentials, background checks, certifications, and documentation in accordance with BRC and city contract standards.
    • Maintain audit-ready documentation and reports related to contingent workforce and vendor activity.
  • Billing & Invoicing Oversight
    • Oversee time and attendance processes including timesheet submission, approvals and overtime.
    • Review staffing agency invoices to match approved timesheets.
    • Ensure accurate and timely processing of agency invoices and payments.
    • Investigate and resolve discrepancies related to time, rates, or invoicing errors.
    • Partner with Finance on billing issues and cost monitoring.
  • Other related duties as needed.

Required Qualifications

  • High School Diploma or equivalent and 2-3 years experience in staffing, vendor management, HR operations, workforce management or a related function.
  • Strong analytical mindset, communication and collaboration skills.
  • Highly organized with strong attention to detail.

Preferred Qualifications

  • Bachelor's degree in Human Resources, Business Administration, Public Administration, or related field.
  • Prior experience administering or supporting a VMS (Vendor Management System) or similar workforce management platform.
  • Experience working with temporary staffing agencies or MSP/RPO/VMS models.
  • Knowledge of NYS labor laws, overtime rules, and staffing compliance standards.
  • Vendor negotiation and relationship management skills.
  • Ability to work in fast-paced, multi-shift, multi-program environments.

Hours

Full-time 37.5 hours per week

  • Monday-Friday 9am-5:30pm
  • Hybrid - 3 days in our office in Chelsea
