Essential Functions:
· Write and prepare legally binding contracts between vendors and the agency; review and analyze contracts and invoices for accuracy and adherence to agency, state and/or federal statutes, regulations, rules, policies, and/or procedures and monitor spending by the contracting agencies.
· Prepare correspondence for local office and/or inter-office communications regarding changes and adjustments that need to be made to contracts due to changes in agency or federal guidelines; communicate any necessary changes after reviewing, evaluating, and monitoring the ongoing results of the contract and act as a liaison between the program manager, prosecutor, county administration, and the contracted agency.
· Provide technical assistance to contracted services at all stages of the program to be able to monitor continued compliance of set guidelines, aid in the program’s adoption to new and/or changing guidelines, assist in the development of the program proposal and budget, review reports submitted on expenditures, communicate by telephone or via on-site visits to clarify any problems and ensure compliance with set guidelines of the contract.
· Assist contractors with reports to aid in auditing practices; record and process all invoices for payment; report results and concerns of the program to the program manager.
· Provide technical and informational assistance with staff members prior to, during, and after contract negotiations regarding any clarifications and enforcement of all contractspecifications in order to stay within compliance of state and federal laws and regulations.
· Prepare reports of expenditures made out of each account, set up and maintain spreadsheets that are easily accessible and readable by other staff, and report any possible misuse of funds and/or noncompliance with contract specifications.
· Act as a liaison for Children Services with contracted placement providers.
· Maintain files of all contracted placement providers and ensure the files accuracy of current Medicaid rates and scope of services being provided to Children Services. Process and distribute contracts to service providers.
· Work in conjunction with the financial department to ensure that all service providers abide by contractual agreements in order to be reimbursed for their services to Children Services clients. Create Excel spreadsheets and forms for use in the Financial Department.
Requirements:
· Must possess at least three years of responsible administrative assistant experience.
· Associate’s degree in an administrative field of study, or degree in social work, psychology or related area preferred.
· Proficient use of related office equipment, including a personal computer, fax machine, copier, video equipment, transcription machine, recording devices, and other automated equipment, a must.
· Honesty, highest personal integrity, empathy for children and families a must.
