Under direct supervision, the incumbent of this position performs entry to junior level, “cradle to grave” acquisition work including but not limited to planning and carrying out pre-solicitation, evaluation, vendor selection, contract administration and ensuring contractor performance in the well-established aspects of contracting.
The Office of Contracting and Procurement (OCP), a dynamic public agency, managing the acquisition of over $5.6 Billion in goods, services, and construction annually, is seeking to hire business advisory minded professionals. Our Procurement Training Institute (PTI) offers thousands of classroom hours each year educating and training OCP employees in procurement of best practices, current laws and regulations and business advisory skills when engaging with Districts agencies and the vendor community. OCP’s resource team also identifies ways to reuse millions of dollars in surplus property by offering it to District agencies, and when there is no need within the government; our team allows businesses, non-profits and sometimes individuals to purchase government surplus assets at deep discounts. OCP’s team of professionals have made the District of Columbia a cutting-edge leader in contracting procurement practices across the nation.
Duties & Responsibilities
The incumbent works with senior staff in developing the bid solicitation which includes establishing the statement of work (SOW); terms and conditions and other requirements for basic procurements; developing pre-negotiation position, determining the types of contracts and negotiation authority to be used. The incumbent is responsible for evaluating bids and proposals for compliance with specifications, purchase descriptions/purchase descriptions; analyzing submitted bids, as well as past bids and awards, to determine the responsiveness and responsibility of the bidder. The incumbent is responsible for making recommendations to senior staff regarding competitive range determinations and awarding the contract.
Qualifications & Education
A 4-year course of study leading to a bachelor's degree with a major in any field;
Or
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organizational management.
One (1) year of specialized experience at the next lower grade is required. Specialized experience at Grade 7 includes experience that is related to the work of the position.
Some education may be substituted for experience.
Licensure & Certifications
Contract Specialists in this grade will be required to achieve the Office of Contracting and Procurement's Tier I District Procurement Certification (OCPDPC I) within one year of hire; and Tier II District Procurement Certification (OCP-DPC II within eighteen (18) months of hire).
Working Conditions/Environment
The work is sedentary, but there is some walking required.
