The Southern Nevada Regional Housing Authority (SNVRHA) is recruiting a Contracts Administrator to join our team. SNRHA provides affordable housing to low- and moderate-income households through its public and affordable housing programs. Position Summary

The purpose of this Contracts Administrator position is to ensure that the procurement functions comply with HUD regulations, SNRHA policies, State, City, and County regulations, including any HUD reporting. Manages and plans a procurement process from inception to contract award to ensure SNRHA requirements are met, including formulating those requirements into a bid/solicitation for issuance to bidders. Contract Administration to ensure that the contractual instrument is enforced, i.e., the terms and conditions, including regulatory requirements and all legalities. Contract management of the actual service being provided to ensure compliance with the scope of work represented in the solicitation and the contractor’s response to the solicitation.

Duties and Responsibilities

This announcement summarizes typical job functions and does not list all duties and responsibilities. This position is accountable for performing the following duties and responsibilities, with or without reasonable accommodation.
  • Plans and prepares advertisements of solicitations in accordance with HUD, SNRHA policies, and City, State, and County regulations. Assists management in providing the necessary information required for the solicitation and drafting of the scope of work—Obtains budget approval.
  • Plans for the procurement after assignment by the Manager, ensure that all procurement complies with HUD regulations and SNRHA policies. This determines the type and method of procurement to be conducted.
  • Negotiates contracts if required, and drafts contracts for execution by the Executive Director and the contract. Before any contract award, a briefing/meeting with management staff is held to ensure agreement with the award. This includes their review of bids.
  • Instruct the contractor on agency requirements. Puts the contractor in touch with the department receiving the service.
  • Obtains from contractor-specific service information and site/department cost (weekly/monthly/annually) for each term of the contract (5 years) for distribution to staff and to notify them of budget requirements as it relates to each contract.
  • Receives and reviews requisitions from managers to be processed for this contract. Ensures staff provide correct information to issue purchase orders to the contractor.
  • Identifies required services beyond what is assigned to prepare solicitations and/or make a recommendation to management regarding services required.
  • Maintains contractor’s compliance with the contractual agreement (current licenses, insurance, etc.).
  • Monitors the contract for service compliance, which includes addressing SNRHA issues with the service and resolution, and acts as a mediator to get issues resolved.
  • Makes recommendations to management on contractual issues.
  • Ensures HUD/SNRHA terms/conditions for extending, canceling, curing, or modifying a contract are adhered to; drafts all documents in connection with the contract.
  • Ensures contract documents and activities can pass a HUD or independent audit of files.
  • Monitors contract committed budgets and allocations through purchase orders to ensure contracts do not exceed approved budgets.
  • Enters fiscal and annual budget allocations in Yardi and prepares contract modifications to extend the term and increase the budgets for each contract during the fiscal year.
  • Prepares documents and agenda items, explains the procurement process, and makes recommendations for award.
  • Assigns and issues task orders to the contractors based on the cost proposal received. Ensures compliance with fee schedules within their contracts during the fiscal year
  • Communicates results with site managers to ensure clearance of the unit for occupancy while notifying contractors of SNRHA’s decisions to proceed or not proceed.
  • Ensures requisitions for emergency services are processed, and Purchase Orders (POs) are issued to staff to ensure prompt payment to the contractors. Ensures that abatement company task orders are sent to the appropriate department to ensure compliance with Davis-Bacon wage requirements and reporting.
  • Inspect building, equipment, appliances, and fixtures to identify actual and potential building maintenance and needed repairs.
  • Tracks all hazmat services for all sites and maintains records of services and reports.
  • Maintains quarterly reporting of HUD Semi-Annual Labor report (all SNRHA contracts awarded for construction requiring Davis-Bacon Wages).

This position is
eligible to participate in the collective bargaining unit (SEIU), which represents certain Southern Nevada Regional Housing Authority employees.

Minimum Qualifications

Education, training, and work experience

  • High school diploma or GED.
  • Five (5) years of experience

Preferred education:
  • Some college education is preferred, but not required.

Licenses and Certifications
A Valid Nevada Driver’s License, or the ability to obtain one

Physical Ability:

This job requires continuous talking or hearing; frequent reaching with hands and arms; frequent gripping or feeling with hands; typing/repetitive movement, occasional walking, standing, and sitting.
