Contracts Director - PPP

We are supporting a leading governmental developer on a landmark high-speed rail program —one of the largest PPP transportation initiatives in the region. This is a rare opportunity to shape a complex, multi-billion project that will transform regional connectivity.

We are seeking a Contracts Director (PPP) to lead:

• Full PPP transaction lifecycle
• Procurement strategy , tendering & bid evaluation
• Development and review of RFP/RFQ/concession agreements
• Coordination with technical, legal, and financial advisors
• Alignment with government stakeholders and regulatory bodies
• Oversight of KPIs, performance mechanisms, and long-term operational structures
• Management of a large multidisciplinary team across rail and infrastructure packages

This role focuses on client-side governance , ensuring the program is procured, structured, and delivered to global PPP standards.

Must-Have Experience

• Extensive PPP / Public-Private Partnership leadership
• Proven experience running end-to-end PPP transactions
• Strong understanding of rail, metro, or complex transport projects
• Solid background in contracts development , procurement, or project finance
• Experience working with government agencies or major consultants
• Ability to manage high-level stakeholders, advisors, and regulators

Preferred

• Experience with high-speed rail
• Exposure to mega projects in KSA or GCC
• Advisory backgrounds
