Position Summary
The Contracts, Finance & Program Controls Lead is a senior operational role responsible for ensuring accurate contract execution, compliant billing, and effective project financial controls across Fusion’s federal programs. This position serves as the central integrator between contracts, finance, and program execution, providing leadership with real-time visibility into revenue, costs, margins, and contract performance.
This role is critical to protecting Fusion’s cash flow, maintaining audit readiness, and enabling scalable growth. The ideal candidate thrives in a small-business environment, operates with minimal oversight, and brings strong judgment to contract, billing, and program control decisions.
Primary Responsibilities
Contracts Administration & Compliance
- Administer and track prime contracts and subcontracts, including T&M, FFP, and hybrid contract types.
- Maintain CLIN structures, funding ceilings, labor categories, and periods of performance (PoP).
- Ensure compliance with applicable FAR/DFARS clauses related to billing, labor charging, and reporting.
- Track contract deliverables, reporting requirements, and modification impacts.
- Serve as the primary internal advisor on contract execution and interpretation.
Billing & Revenue Operations
- Oversee accurate and timely preparation and submission of customer invoices.
- Validate labor hours, labor categories, rates, and indirects against contract terms.
- Reconcile timekeeping, payroll, and billing data to ensure accuracy and audit defensibility.
- Coordinate invoicing with prime contractors and government customers.
- Resolve invoice discrepancies, rejections, and payment delays.
Program & Project Controls
- Establish and maintain project financial controls for each contract.
- Monitor burn rates, funding utilization, ceilings, and backlog.
- Support program managers with labor forecasting, staffing alignment, and cost tracking.
- Provide early warning indicators for cost, schedule, or funding risks.
- Maintain project setup, cost structures, and labor mappings within financial systems.
Financial Coordination & Reporting
- Act as Fusion’s internal finance operations lead interfacing with the outsourced CPA firm.
- Review monthly financial statements and project-level reports for accuracy and anomalies.
- Support revenue recognition inputs and month-end close activities.
- Provide leadership with contract-level financial insights, including margin performance and revenue forecasts.
- Support audits (DCAA, prime contractor, internal, or customer audits).
Systems, Process & Controls
- Maintain and improve timekeeping, billing, and approval workflows.
- Support administration of GovCon systems such as Unanet, Deltek Costpoint, or equivalent tools.
- Develop and maintain SOPs for contracts, billing, and project controls.
- Ensure documentation and evidence are maintained for CMMC Level 2, ISO 9001, and audit readiness.
- Identify operational risks and implement scalable process improvements.
Required Qualifications
Education & Experience
- Bachelor’s degree in Business, Finance, Accounting, Contracts Management, or a related field.
- 5–8 years of experience in contracts administration, billing, finance operations, or program controls within a federal contracting environment.
- Demonstrated experience supporting T&M and FFP contracts.
Technical & Professional Skills
- Working knowledge of FAR/DFARS as applied to billing and labor charging.
- Experience with government contractor timekeeping and billing systems.
- Strong proficiency in Microsoft Excel and financial analysis.
- Ability to interpret contract documents, rate tables, and labor category structures.
- Experience coordinating with CPA firms, auditors, prime contractors, and internal stakeholders.

Preferred Qualifications
- Experience with Unanet, Deltek Costpoint, or similar GovCon ERP systems.
- Experience in a small or mid-sized federal contractor environment.
- Familiarity with DCAA audit expectations and prime contractor audits.
- Experience supporting ISO 9001 and/or CMMC compliance activities.
Work Environment & Conditions
- Primarily office-based with standard business hours.
- Periodic extended hours may be required during invoicing cycles, audits, or month-end close.
- On-site presence expected based on operational requirements.
