Cost Estimation & Procurement Engineer

Job Summary

Interdyne Global is seeking a highly skilled and commercially driven Procurement & Commercial Cost Estimator with a strong background and understanding of current Egyptian project management, and cost control to support U.S. Government construction and O&M projects in Egypt. Preferred experience in electrical, mechanical, civil, and construction.

This role combines full cycle cost estimation, tender preparation, vendor sourcing, procurement, and contract compliance in accordance with U.S. Government and USACE standards. Salary compensation is based off job qualifications.

The ideal candidate will have a minimum of 5 years of proven experience in cost estimation and control, tendering operations and financial proposal development within the Egyptian construction market. This role is critical in providing accurate cost projections and financial assessments to support project planning, budgeting, and execution.

Candidate must be able to seamlessly integrate into fast-paced office environment with a growing Cairo-based company, have deep familiarity with local and regional vendors, and the ability to develop accurate financial proposals in addition to ensuring strict procurement compliance.

Must be fluent in English; written and verbal communication skills will be essential to build and maintain relationships with American vendors, as well as architects/engineers, subcontractors, clients, and team members. This is a critical role directly impacting project profitability, competitiveness, and contract execution.

Key Responsibilities

:

  • Prepare detailed and accurate cost estimates for projects including civil, structural, mechanical, and electrical scopes.
  • Analyze drawings, specifications, BOQs, and project documents to identify cost elements and bid packages for pricing by subcontractors / suppliers.
  • Collaborate with project teams, suppliers and subcontractors to gather necessary information for estimating purposes.
  • Analyze and evaluate suppliers’ and subcontractors’ quotations and assist in the selection of qualified subcontractors, price negotiations and contract preparation.
  • Develop competitive financial proposals for tender submissions.
  • Support and actively participate in bid preparation and submission processes ensuring competitive and well-supported pricing that aligns with company objectives.
  • Identify cost-saving opportunities through alternative materials and methods.

:

  • Identify and develop new vendors, suppliers, and subcontractors—both locally and regionally. Support the evaluation of alternative production methods and materials to optimize cost, quality, and project efficiency
  • Support tendering activities by preparing cost data, identifying qualified local and regional vendors.
  • Review project specifications to define procurement requirements.
  • Prepare and issue RFQs to qualified vendors and subcontractors.
  • Negotiate pricing, delivery schedules, and contract terms.
  • Prepare and manage submittals, approvals, and vendor documentation.
  • Track purchase orders to ensure on-time delivery.
  • Maintain procurement records in compliance with U.S. Government and company standards.
  • Support audits and contract compliance reviews.
  • Identify and qualify new local and regional suppliers and subcontractors.
  • Ensure all materials comply with USACE and U.S. Government standards.
  • Coordinate with project managers, engineers, and finance teams.
  • Maintain strong relationships with American vendors and international partners.

Qualifications

  • Bachelor’s degree in Engineering (Civil, Mechanical, or Electrical).
  • Minimum 5 years of experience in cost estimation and procurement for construction projects. Unqualified individuals without verifiable experience will be denied.
  • Must be based in Cairo, Egypt and have strong familiarity with local commercial regulations and practices.
  • Proven knowledge of Egyptian and Middle Eastern vendors, cost estimating methodologies, and procurement processes.
  • Must be fluent in English; written and verbal communication skills requirement as this position requires working with international companies that use English as the primary language daily
  • Experience with U.S. Government or USACE contracts is highly preferred.
  • Strong knowledge of Egyptian vendor markets.
  • Proven experience in tendering and financial proposal development.
  • Strong understanding of technical specifications and submittal processes.
  • Excellent negotiation and analytical skills.
  • Strong documentation and compliance mindset.
  • Proficiency in MS Office (Excel required).
  • Good Command in English (written and verbal).
