NFI Massachusetts, Inc., a nonprofit human services organization, is seeking a dynamic and experienced County Administrator – ECSD to provide administrative and operational leadership for Reentry and Case Management Services supporting justice-involved individuals across multiple Essex County Sheriff’s Department (ECSD) sites.
This role oversees programming at the Middleton Jail and House of Correction, Essex County Pre-Release and Re-entry Center, Women in Transition Center, and Supporting Transition and Reentry (STAR) programs in Lynn and Lawrence. The County Administrator serves as the primary liaison between NFI Massachusetts and ECSD, ensuring high-quality service delivery, contract compliance, and strong program outcomes.
Key Responsibilities:
- Provide oversight of programmatic and administrative operations across all assigned sites
- Lead development and implementation of policies and procedures in alignment with agency and contract requirements
- Supervise, mentor, and support Reentry Specialist Supervisors and operational staff
- Develop and implement staff onboarding, orientation, and ongoing training plans
- Conduct performance evaluations and address personnel matters to maintain a positive, productive work environment
- Collaborate with ECSD and NFI teams to ensure seamless integration of clinical and operational services
- Ensure quality of care through implementation of evidence-based practices and best-practice standards
- Conduct regular site visits to monitor program delivery and compliance
- Oversee program budgets and analyze performance data to evaluate effectiveness and identify trends
- Prepare and review program reports in accordance with agency and contractual requirements
- Prioritize responsibilities effectively and ensure timely completion of all duties
- Perform other related duties as assigned
Qualifications
- Master’s degree preferred in Criminal Justice, Social Work, Human Services, Counseling, or related field
- 5–7 years of leadership experience (corrections or reentry experience strongly preferred)
- Strong knowledge of evidence-based practices in offender rehabilitation
- Demonstrated operational and fiscal management experience
- Strong leadership, communication, and organizational skills
- Ability to travel throughout Essex County
- Valid driver’s license, reliable vehicle, and proof of auto insurance required
Salary Range: $95,000 – $115,000 annually
