Court Administrator

POSITION SUMMARY

The Court Administrator is an integral part of a constituent’s municipal experience with the City of Webster Groves. The position performs a variety of complex and routine legal clerical work in the preparation and processing of municipal court cases, records, and reports. The position manages Court operations, including preparation of Court dockets, attending Court sessions, and maintenance of all Court records. The position both leads and demonstrates the highest level of customer service to constituents and internal personnel.

ESSENTIAL FUNCTIONS

1. Plans, organizes, and directs all non-judicial activities of the municipal court, including preparation of dockets, collections of fines, issuance and processing of warrants, accepting complaints, and preparation of reports.

2. Attends all court sessions, ensuring proper documentation of proceedings and implementation of judicial decisions. Court sessions are held generally in evening hours on the 2nd and 4th Wednesday of the month.

3. Provides leadership and management to all assigned staff.

4. Assists with interviewing and selection of new employees. Provides training and instructions and ongoing training needs. Assigns tasks, reviews work and prepares performance evaluations. Provides staff coaching/counseling. Provides assistance and answers questions, gives advice and recommendations to staff.

5. Plans, allocates, and monitors time, equipment, and other resources for the Court to ensure efficient organization and completion of work.

6. Prepares annual municipal court budget, including forecasting revenue and expenditures; administers adopted court budget in accordance with city policies and procedures. Oversees accounting of revenues and expenditures, including bank reconciliations.

7. Coordinates court matters with judges, defendants, defense counsel, city prosecutor, Police

Department, probation officers, and other levels of the criminal justice administration system.

8. Implements and regularly reviews systems of internal controls to ensure that all costs, fines, and forfeitures imposed by the municipal court or collected under its authority are regularly reconciled and paid into the city treasury.

9. Participates in policy implementation for the court, including following court administrative procedures, policies, and systems.

10. Investigates problems that affect court operations and recommends corrective measures.

11. Compiles and analyzes data on court activity to monitor performance and prepare activity reports.

12. Resolves questions raised by attorneys, members of other organizations, and the public. Provides information and assistance concerning court procedures, payments, warrants, and other court related matters without giving legal advice.

13. Processes papers, letters, reports, documents, correspondence, and handles telephone calls for the judges and the court. Prepares written responses and other correspondence as necessary.

14. Assists internal department personnel, external personnel, and handles general public inquiries by answering telephones and greeting walk-in visitors.

15. Monitors and communicates policies, procedures, and standards for the Court to identify and report deficiencies or problems.

16. Oversees the maintenance of court records and ensures compliance with record-keeping requirements.

17. Ensures the timely processing of cases, warrants, and other court documents through the court management software system.

18. Performs additional duties as assigned.

QUALIFICATIONS ANDREQUIREMENTS

  • High school diploma/GED required.
  • Bachelor’s degree preferred.
  • Certified Court Administration (CCA) certification required.
  • Three to five years of municipal court experience or equivalent administrative experience.
  • Proficiency in Show Me Courts, IMDS Plus, and OSCA reporting, as well as Microsoft Office 365

suite.

5. Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.

6. Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.

7. Ability to think quickly, maintain self-control, and adapt to stressful situations.

8. Knowledge of current office practices and procedures and knowledge of the operation of standard office equipment and software.

9. Knowledge of computer software consistent for this position.

10. Ability to perform mathematical calculations required of this position.

11. Ability to communicate clearly, concisely and effectively in English in both written and verbal form.

12. Skill in researching and understanding complex written materials.

13. Ability to prepare and maintain accurate and concise records and reports.

14. Ability to apply sound judgment and discretion in performing duties, resolving problems and interpreting policies and regulations.

15. Ability to communicate detailed and often sensitive information effectively and concisely, both orally and in writing.

16. Ability to handle sensitive interpersonal situations calmly and tactfully.

Pay: $64,850.96 - $90,796.02 per year
