Position Announcement and Selection Process
The Superior Court of Arizona in Yuma County is accepting applications for appointment as a Court Commissioner One. The position is full time (80 hours per two-week pay period). As Judicial employees of the Court, Court Commissioners are not permitted to practice law.

Nature of Work

Court Commissioners are appointed by the Presiding Judge of the Superior Court through a selection committee made up of judges, attorneys, and others. Commissioners handle specific assigned cases and matters in Civil, Family, Juvenile, Probate and Criminal Court case types and serve as a judge pro tempore as directed.

The selected Court Commissioner may be assigned to hear matters in all case types including Civil, Family Court, Juvenile, Criminal, Probate, and Mental Health.

Applications will be screened and selected candidates will be interviewed by the Selection Committee to Nominate Special Judicial Officers and referred to the Presiding Judge of the Superior Court.

The Presiding Judge will make the ultimate appointment.

Experience and Education

Minimum qualifications are defined by Arizona State Statute. A Commissioner of the Superior Court serves as judge pro tempore in the course of their regular duties. A candidate for this position must be: a United States citizen, resident of Yuma County at the time of appointment, of good moral character, a duly licensed member of the State Bar of Arizona, and a resident of the State of Arizona for a period of not less than five years immediately preceding appointment. Achievement or distinction in various areas of the law and litigation consistent with the duties of this Commissioner position are desirable. Candidates must not have any disciplinary matters pending before the State Bar Disciplinary Board.

The Arizona Constitution, Article VI, 22, requires that judicial nominees must be at least 30 years of age, of good moral character, and admitted to the practice of law in and a resident of the state for five years immediately preceding appointment. Article VI, 37, requires that a nominee shall be less than 65 years of age at the time of appointment.

COMPENSATION, TENURE AND LOCATION Salary for the position is currently set at eighty percent of the salary of a Superior Court Judge. Fringe benefits include medical and dental insurance, life insurance, paid sick and vacation time, ten paid holidays, and participation in a state sponsored retirement program. Court Commissioners serve at the pleasure of the Presiding Judge. The Superior Court operates from two locations in Yuma County. Court Commissioners are subject to assignments in various case types and for various periods of time at one or more locations of the Court.


ADDITIONAL REQUIREMENTS
This classification requires the applicant to pass criminal background checks, a valid Arizona State Driver’s License may be required and Arizona Committee on Judicial Education and Training (COJET) yearly accreditation is required.

Supervision Received: Superior Court Presiding Judge

PHYSICAL DEMANDS AND WORKING ENVIRONMENT Work is performed in a standard office environment and Court facilities.

Knowledge, Skills and Abilities

Knowledge of the legal principles and precedents and their application; knowledge of the statutory and constitutional law of the State of Arizona; knowledge of family, civil, criminal, constitutional and administrative law. The candidate must have the ability to present statements of fact and law through clear communication and logic in written and oral form; ability to define issues, perform legal research, analyze problems, evaluate and make appropriate findings and recommendations; ability to think critically; and the ability to establish and maintain cooperative working relationships.

Medical Coverage Category
The YCEBT is a self-funded medical plan administered by BlueCross BlueShield of Arizona (BCBSAZ). The employee is able to select from three (3) medical plan options with six (6) tiers that will best suit the employee's needs, dependents or families.

Plan Option 1: Preferred Provider Option A (PPO) or PPO A 1100 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing three steps.

Plan Option 2: Preferred Provider Option B (PPO) or PPO B 1,500 deductible. Employees who participate in the "Wellness Incentive" will receive a $30 monthly premium reduction by completing three steps.

Plan Option 3: High Deductible High Plan - Health Savings Account (HDHP-HSA) with a 1700 deductible. Employees who participate in the “ Wellness Incentive” will receive a $30 monthly premium reduction by completing three steps.

Employer contributes a total of $800.04 to employees Health Savings Account. If employees select Employee only and participate in the “ Wellness Incentive” employees can receive up to 360.00 contribution to a Limited Purpose FSA card to be used for medical or dental purposes.

Southwest Service Administrator (SSA) Mexico PPO Health Plan: SSA is available to employees who are enrolled in YCEBT Medical PPO Plan A and PPO Plan B. The SSA Plan pays 100% of hospital, medical, laboratory and prescription drug benefits, to a maximum of $5,000 per person per calendar year ($10,000 for two or more family members).
