Role: Court Management Consultant Work Location: Las Vegas, NV Work Schedule: 7:00 AM - 5:30 PM PST, Monday thru Thursday. Duration: The Project could take up to 2 years Expected Start Date: October 30, 2025, or sooner, pending background checks (may take up to 6 weeks) Note: Open to Remote or Hybrid Job Description: The Court Management Consultant provides specialized management consulting and technical assistance to the Las Vegas Justice Court. This role is pivotal in guiding the court through its modernization initiative, focusing on optimizing the utilization of the upgraded Odyssey Case Management System (CMS) and ensuring seamless integration with mission-critical external applications. The consultant will leverage their deep understanding of court operations and enterprise application best practices to identify procedural enhancements, improve data exchange, and enhance overall system reliability and performance in collaboration with the court and its justice partners. Minimum Qualifications: • An advanced degree (e.g., MPA, MBA) is preferred. • Equivalent work experience, typically 10+ years, in a related field such as court administration, management consulting, or system implementation, with extensive experience in Odyssey / Enterprise Justice judicial system technology. • Deep, intimate knowledge of the Tyler Technologies Odyssey Case Management System, including its architecture and best-practice use cases. • Proven experience working with system integrations, APIs, and data exchange processes, especially within a justice system environment involving eFiling, CJIS, and related systems. • Expertise in business process analysis and workflow mapping to identify inefficiencies and drive process improvements. • Strong project coordination and time-management skills to monitor project deliverables and ensure timely completion. • Ability to travel as required, although many project activities can be completed remotely.

Responsibilities

  • Milestones/Deliverables:
    • Odyssey CMS utilization: Work with Las Vegas Justice Court stakeholders to evaluate existing workflows, includes evaluating caseflow management, administration, and interaction with other justice agencies, and identify opportunities to leverage the Odyssey CMS and its features to modernize court procedures.
    • Integration management: Consult on best practices for integrations between the Odyssey CMS and external systems, including eFiling, CC-IJIS, payment processing, jail and law enforcement systems, prosecutor/defender systems, financial systems, and document management solutions.
    • Business process re-engineering: Facilitate stakeholder workshops and interviews with court personnel to map current "as-is" processes. Collaborate with court personnel and justice partners to design new "to-be" workflows that capitalize on the enhanced capabilities of the Odyssey system and its interfaces.
    • Requirements analysis: Gather and synthesize complex operational and technical requirements for system modifications and integrations needed to support the court's modernization goals.
    • Change management: Guide the court through the organizational change management process, helping staff and leadership understand and adopt new, technology-enabled procedures with minimal disruption.
    • Performance optimization: Identify and recommend opportunities to improve data exchange, reliability, and performance across all integrated systems.
    • Documentation: Prepare reports, presentations, and process documentation to communicate findings, strategies, and recommendations to court leadership and project teams.

  • Modernization Contributions:
    • Deliverables tied to LVJC’s IT roadmap, including proof-of-concept automations, pilot projects, and modernization initiatives.
    • Continuous improvement recommendations documented with business and technical impact.
  • Daily /Weekly expectations:
    • Engage with Las Vegas Justice Court leadership, staff, and justice partners to discuss current workflows, pain points, and modernization opportunities.
    • Review Odyssey CMS processes and identify gaps in usage, system configuration, or adoption.
    • Analyze system performance issues or integration errors flagged by the IT or business teams and provide recommendations for resolution.
    • Document observations, requirements, and recommendations in clear, actionable formats (meeting notes, process maps, draft reports).
    • Respond to questions from stakeholders, providing clarification on Odyssey best practices and integration strategies.
  • Weekly:
    • Facilitate or participate in structured workshops and stakeholder interviews to map "as-is" processes and design "to-be" workflows.
    • Collaborate with LVJC IT, Tyler Technologies, and Clark County IT on integration topics (e.g., eFiling, CC-IJIS, law enforcement/jail systems, payment processors).
    • Deliver interim consulting outputs such as process maps, requirements summaries, or modernization recommendations to leadership.
    • Contribute to change management efforts by preparing materials, leading discussions, and helping staff understand impacts of new workflows.
    • Prepare and present weekly status updates or executive briefings to LVJC leadership on progress, findings, and next steps.
    • Monitor project deliverables, timelines, and risks, escalating issues or roadblocks as needed.
    • Provide continuous improvement insights, linking Odyssey functionality and integrations to court modernization goals.

Qualifications

  • Preferred Qualifications:
    • 10+ years of progressive experience in court administration, judicial systems consulting, or enterprise system modernization.
    • Extensive, hands-on experience with Tyler Technologies Odyssey Case Management System (2019/2023/Enterprise Justice), including configuration, workflows, and reporting.
    • Demonstrated history of leading or advising on system implementations, upgrades, or modernization projects in justice or government environments.
    • Proven track record of business process analysis, workflow mapping, and process re-engineering in complex organizations.
  • Preferred Skillset:
    • Case Management / Enterprise Systems
  • o Experience configuring, supporting, or implementing large-scale enterprise applications; direct exposure to Tyler Technologies’ Odyssey or similar case management systems is highly desirable.
  • o Understanding of justice or court operations and how technology supports case processing workflows.
    • System Integration
  • o Comfortable producing clear documentation (sequence diagrams, mapping specs, runbooks).
  • o Adaptable to a fast-paced, evolving technology and court policy environment.
  • Education & Experience:
    • Bachelor’s degree in computer science, Information Systems, or related field (or equivalent experience).
    • 3–5 years of experience in systems integration, application development, or middleware engineering.
    • 6-9 years of experience with court case management systems (Odyssey preferred) or justice partner integrations highly desirable.
  • Soft Skills:
    • Strong analytical and problem-solving skills.
    • Ability to translate business requirements into technical solutions.
    • Excellent communication skills to collaborate with non-technical court staff and external partners.
    • Detail-oriented with strong documentation practices.
    • Ability to work independently and as part of a cross-functional project team.
