CRA Officer

Overview

Develops and maintains the bank’s Community Reinvestment Act (CRA) Program.

Responsibilities

  • Stay abreast of changes to CRA-related federal and state banking laws and regulations which may affect the management, operations, and product offerings of the financial institution.
  • Prepare the CRA performance context and represent the CRA Program during examinations or audits.
  • Ensure that the bank’s CRA Public File is current, accurate, and made available as required.
  • Ensure timely submission of accurate CRA reports to Federal regulators.
  • Compile and review for validity bank records of CRA activities, including small business and small farm lending, as well as community development lending, services, and investments.
  • Conduct periodic evaluations of CRA activity, assessment area delineation, and overall effectiveness of the program, and report the results to management.
  • Educate bank personnel regarding the requirements of CRA as outlined by FDIC.
  • Research the credit needs of the assessment area and assist management as needed in the creation of programs to meet those needs.
  • Work cooperatively with other departments to identify CRA community development opportunities and develop the related activities.
  • Encourage employee participation in CRA eligible events.
  • Inform and advise Compliance Officer, Management and Board of conditions and status of the bank’s adherence to CRA laws and regulations.
  • Serve as the Fair Banking Committee recording secretary
  • Assist with the preparation for the Fair Banking Committee meetings
  • Other duties may be assigned.

Qualifications

  • Four-year college degree; 5 or more years related experience and/or training; or equivalent combination of education and experience.
  • Good computer skills and experience with relevant software programs
  • Knowledge of CRA performance evaluations, assessment areas, public files, and qualifying activities.
  • Experience maintaining CRA policies, procedures, and documentation.
  • Strong working knowledge of: Community Reinvestment Act (CRA), HMDA (Home Mortgage Disclosure Act), ECOA (Equal Credit Opportunity Act), Fair Lending regulations
  • Experience preparing for regulatory examinations.
  • Strong presentation skills for executive teams and regulators.
  • Ability to explain complex regulatory concepts in understandable terms. Professional credibility with executive leadership and regulators
