Position Summary
The Crisis and Access Line Program Manager oversees the operations, staffing, and reporting requirements for 24/7 Crisis and Access Line Programs serving Yolo and San Joaquin Counties. This leadership role is part of the 988 Suicide Prevention & Crisis Services Team and collaborates closely with Clinical and Operational Directors to develop and implement policies and procedures aligned with best practices in crisis intervention, suicidology, mental illness, and substance use treatment.
This position requires strong clinical leadership, operational oversight, and a commitment to serving individuals in high-risk and underserved communities.
Essential Responsibilities
- Provide leadership and operational oversight of 24/7 Crisis and Access Line Programs, including Mobile Crisis Unit dispatch.
- Ensure all grant-funded KPIs, performance metrics, and reporting requirements are met.
- Recruit, train, supervise, and support Crisis and Access Line staff.
- Maintain adequate staffing coverage across all shifts; participate in on-call rotation.
- Provide consultation for high-risk 988 calls and support crisis counselors with clinical guidance.
- Oversee assessments, safety planning, behavioral health triage, and care coordination.
- Prepare monthly reports and support program evaluation and data tracking.
- Lead Quality Assurance/Quality Improvement initiatives and ensure accreditation compliance.
- Develop and maintain training curriculum and clinical handbook for program staff.
- Collaborate with county behavioral health partners, crisis stabilization units, and community stakeholders.
- Ensure compliance with HIPAA, accreditation standards, and mandated reporting requirements.
- Participate in leadership committees, trainings, and conferences as required.
Required Qualifications
- Master’s Degree in Social Work, Counseling, or Public Health.
- LCSW, LMFT, or LPCC preferred.
- Minimum 3 years of experience in crisis intervention, safety planning, and behavioral health assessments.
- Crisis Call Center experience preferred.
- Strong supervisory and leadership skills.
- Experience with evidence-based practices (Motivational Interviewing, DBT, CBT, etc.).
- Knowledge of California’s crisis care continuum and behavioral health access systems.
- Experience practicing Harm Reduction, Trauma-Informed Care, and Client-Centered approaches.
- Ability to work in a fast-paced, high-acuity environment.
- Strong communication skills (verbal and written).
- Proficiency with Microsoft 365, Zoom; EHR experience preferred.
- Willingness to provide on-call coverage including evenings, weekends, and holidays as scheduled.

Work Environment
This position is primarily office-based with periodic travel as needed. The role includes potential exposure to individuals experiencing crisis situations, substance use, or unstable living conditions. Physical requirements include prolonged sitting, occasional standing and walking, and lifting up to 20 pounds.

Pay: $101,100.00 - $131,430.00 per year
