JOB SUMMARY

Under general supervision performs cashiering for the Finance office, assists with utility billing, court, and tax duties. Performs related work as required. An employee in this position is responsible for handling customer receipts for the Finance office. The employee will be cross-trained to provide customer assistance related to utility billing, property, and business tax receipts, and municipal court receipts and inquiries, all of which would be categorized as cashiering and general clerical work.

ESSENTIAL JOB FUNCTIONS

  • Receives sewer service-related fees such as for user fees, new services, administrative fees, capacity fees, connection fees and commitment fees.
  • Receives court fees, taxes, and other miscellaneous payments.
  • Prepares daily end of day cashiering reports for receipts collected by this employee.
  • Balances cash drawer daily.
  • Reviews, monitors, and edits website info as needed. Assists visitors with website directions.
  • Acts as receptionist by receiving visitors and telephone calls, supplying requested information, or directing them to other entities as needed related to inquiries concerning wastewater, sanitation, stormwater, business and property taxes, and municipal court.
  • Prepares a variety of standard reports from data on a computer which may relate to utility billing for the organization, payments received; creates and maintains a variety of physical and digital files.
  • Operates and/or utilizes a variety of standard office machines and appliances such as personal computer and peripheral equipment, copier, scanner, postage machine, telephone, and calculator.
  • Recommends work process improvements related to customer service duties.
  • Responsible for learning and following ordinances, resolutions, policies, and procedures related to customer service and cashiering.
  • Provides customers with appropriate answers to frequently asked questions that pertain to utility billing, court, taxes, and other general City inquiries.
  • Provides training and assistance to other employees and departments as assigned.
  • Provides assistance and information to new utility customers.
  • Communicates with utility disconnect and reconnect services and process and complete service orders for utilities.
  • Assists with various court, utility billing, tax, and delinquent collections tasks.
  • Processes property tax relief applications.
  • Processes business licenses, local alcoholic beverage permits, and various other business permits.
  • Corresponds with other jurisdictions and entities regarding Customer Service Representative responsibilities.
  • Performs routine filing.
  • Performs other related duties as assigned.

QUALIFICATIONS

Education and Experience:

High school diploma or equivalent; Associate’s degree in Business, Accounting, or related field is preferred. One year of experience in a similar position; Experience in Cashiering, Bookkeeping, or Utility Billing is preferred. Experience with Microsoft Office (Word, Excel, Outlook, Power-point) is preferred.

  • Knowledge of the principles and practices used in office work.
  • Knowledge of the use of personal computers and their peripheral equipment.
  • Knowledge of the principles and practices of general bookkeeping.
  • Skill in the proper use of office machines and appliances used on the job.
  • Ability to properly apply office practices, methods and techniques and bookkeeping as necessary for general cashiering.
  • Ability to establish and maintain effective working relations with others.
  • Ability to express oneself, clearly and concisely, both orally and in writing.
  • Ability to apply basic knowledge of reading writing and arithmetic to on-the-job activities.
  • Ability to prioritize and perform simultaneous tasks of both routine and non-routine nature effectively and efficiently.

PHYSICAL DEMANDS

Ability to pass reasonable fitness and physical standards to safely perform essential functions of the job, if required, as determined by city physician, vision and hearing, normal or corrected sufficient to read, write, distinguish colors, and safely operate tools and equipment used in work; dexterity and fitness sufficient to safely operate, utilize and maintain tools and equipment used in work; ability to lift and carry approximately 25 pounds, though greater weights at times may be lifted, carried and/or placed; dexterity and fitness to grasp, crouch, bend, stoop, walk, and otherwise perform physical functions of the assignment.

WORK ENVIRONMENT

Work environment is generally agreeable with good working conditions but may be slightly dirty or involve exposure to some other slightly disagreeable elements. The work environment demands minimal confinement with no protective equipment required. Generally, physical and working conditions are such that minor cuts, abrasions, bruises, or burns may be encountered, despite provision of safety measures and health precautions (generally not lost time as a result). Work is conducted in a normal office setting. Noise level is low to moderate.

Pay: $38,105.60 - $60,923.20 per year
