POSITION SUMMARY:
Responsible for collecting, organizing, and evaluating data to drive decision-making in alignment with the mission and scope of services provided by the Department of Community Resources and Services. This position will evaluate program performance and ensure compliance with state/federal regulations. Development of dashboards, and management of core data systems is an essential role in this position. Analyzes data and research to identify trends and implications for current and future departmental human service needs Responds to internal and external requests for information about departmental human service requests.

STARTING SALARY HIRING RANGE:
$33.46 - $36.58/HOURLY
$69,607 - $76,077/ANNUALLY

CLASS DESCRIPTION:
Performs intermediate professional level technology and communication services work under general supervision from an administrative or technical superior. Work includes administering data bases and developing data processing systems and computer programs for user departments; providing intermediate level computer programming, software maintenance and systems design; and writing, updating or revising, and documenting programs. Work also includes interacting with user department personnel; software vendors developing systems performance specifications; and estimating resource requirements based on functional specifications.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following. Other related duties may be assigned.

  • Data Analysis & Reporting: Perform complex data extraction, manipulation, and analysis using tools like SQL, Excel, or PowerBI.
  • Performance Metrics: Monitor and report on program performance, key indicators, and outcomes.
  • Data Quality Assurance: Identify data gaps, anomalies, and errors, and develop methods to ensure data integrity.
  • Visualization: Create dashboards and reports (PowerBI) for internal management and external stakeholders.
  • Strategic Support: Collaborate with leadership to inform policy, budgeting, and service improvements.
  • Analyze data and research to develop understanding of current Howard County situation, identify trends, and project future human service needs.
  • Prepare reports for, and/or present findings to, management staff for use in planning, program evaluation, and resource allocation.
  • Assist management staff with the development of meaningful program performance measures, community results and indicators.
  • Participate in activities related to Emergency Management as requested, including work outside normal business hours.
SUPERVISORY RESPONSIBILITIES:
This job has no supervisory responsibilities.

MINIMUM REQUIRED EDUCATION/EXPERIENCE

Bachelor's Degree and one (1) year of related experience or equivalent combination of education and experience.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES:


  • Technical Skills: Proficiency in Power BI, SQL, and data visualization tools, and database management systems.
  • Strong background in data security and HIPPA compliance.
  • Proven experience and background in project management.
  • Knowledge: Understanding of human services programs, regulations, and reporting requirements.
  • Strong analytical mindset and attention to detail.
  • Excellent communication and presentation skills to explain data to non-technical audiences.
  • Ability to work in a cross-functional team and manage multiple projects.
  • Ability to establish and maintain effective working relationships with associates, data sources within other governmental and private organizations, and the general public.
  • A self-starter with the ability to work both independently and with others on group projects.
  • Strong interpersonal skills, excellent oral and written communication skills and the ability to work well with an ethnically diverse population.
  • Strong computer proficiency especially with Microsoft Office (Word, Excel, PowerPoint), database management and spreadsheet applications necessary.
  • Proficiency in virtual platforms and use of technology for human services delivery.

Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent.

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

CERTIFICATES, LICENSES AND REGISTRATIONS

Class C Maryland Driver's License or equivalent issued by state of residence.
