Data Analytics & Evaluation Manager

This position will work collaboratively across the Illinois Public Health Association (IPHA) and with external partners, students, and collaborators to participate in and lead efforts related to: data collection and integration (i.e., standardizing and consolidating data from various sources); data quality and validation (i.e., ensuring data is accurate, consistent, and reliable); data security and privacy (i.e., protecting confidential health information while enabling access for analysis); and reporting and analysis (i.e., transforming data into actionable insights for program managers and policymakers).

Overview:

The Data Analytics & Evaluation Manager is responsible for developing and leading the IPHA Center for Health Data Impact (CHDI). The goals of the IPHA CHDI are:

· Promote public health data analysis and evaluation approaches to support community-driven health solutions and ensure accomplishment of IPHA goals and objectives.

· Build on the data informatics expertise and provide evaluation for IPHA grant programs and initiatives through collaboration across the association and with program partners.

· Assist Illinois local health departments, community-based organizations (CBOs), academic institutions, and health care organizations engage in health transformation efforts through the use of data.

This position is crucial for steering the data strategy and leveraging analytics to provide actionable insights across IPHA programs and for partners and member organizations. As a strategic leader, this position will collaborate with cross-functional teams to enhance data-driven decision-making, conduct program evaluations, and apply data and insights to grant funding opportunities to support the association’s mission.

This role involves storytelling through data by translating complex analytics, including advanced predictive modeling, into actionable insights and narratives that resonate with stakeholders at all levels, while proactively identifying key data trends. This position drives value and fosters a culture of data literacy and continuous improvement to empower the organization to achieve its strategic objectives.

We are seeking to hire a Data Analytics & Evaluation Manager to engage with members and external partners, while leading a team of professionals, to develop comprehensive analytics roadmaps, guide the adoption of data-driven practices, and ensure the delivery of high-value analytics products, all aimed at achieving IPHA’s objectives.

Responsibilities:

  • Develop a framework for the IPHA CHDI and an overarching strategy for data and analytics as well as program evaluation within IPHA, ensuring alignment with goals and identifying opportunities to promote the IPHA CHDI as a resource and service to members and partners.
  • Lead the development of integrated data and analytics roadmaps and develop data reports and evaluation models for IPHA programs and grants. 
  • Champion the adoption and utilization of data assets and analytics products such as HealthPrism, fostering a culture of data-driven decision-making and continuous learning. 
  • Envision and maintain the infrastructure necessary for advanced analytics, including dashboards, applications, and other enabling tools. 
  • Collaborate with multidisciplinary teams including government and health system stakeholders, students, and academic researchers in designing and carrying out analytic work.
  • Consult with program managers to understand their information needs for developing grant applications and fulfilling objectives required by grant funders.
  • Lead consultations with health system stakeholders to facilitate the application of requests for data/information, coordinate processing of information requests among IPHA programs and ensure timely delivery of results.
  • Advise on the appropriate use and disclosure of data for the provision of information services and consulting, ensuring information released in response to requests for information is correct and meets privacy and confidentiality guidelines, and that necessary information is provided to facilitate appropriate use.
  • Assist with grant writing and reporting, especially as it relates to demonstrating impact for proposals, annual/progress reports, and fundraising.
  • Manage relations with IT support consultant groups, including EHR vendors, to ensure the collection and reporting of required data.
  • Build and maintain a high-performance culture among the data and analytics team members, ensuring they are equipped to meet current and future challenges. Monitor team workload, guide the team through complex work issues, and answer questions. Collaborate with team members to establish performance goals, conduct performance reviews, and assist with succession planning. 
  • Lead the design, implementation, and management of REDCap databases and data collection tools to support projects and grant-funded initiatives, while leveraging REDCap as a scalable service offering to streamline data collection processes for internal programs and external partners.
  • Identify, develop, and promote data and analytics service offerings to members, partners, and external stakeholders, supporting the development, negotiation, and management of service agreements and contracts for data center services.

Qualifications

Candidates for this position should have broad and thorough knowledge and experience in epidemiology, study design, data analysis methods, indicator development, data linkage, informatics, public health surveillance, statistical and analytical methods, proposal development, data translation, health data privacy, and research ethics.

  • PhD or master’s degree in health informatics discipline, epidemiology, community health, or other health related discipline supplemented with relevant work experience.
  • A minimum of 7 years of progressively responsible work experience, including managerial experience, in a health informatics environment.
  • Knowledge and experience in research/project administration, health analytics, evaluation, epidemiological and scientific research methods, health data holdings, data management, research ethics, data access and privacy principles, legislative framework for use of health data for secondary purposes, and health research and knowledge of the health system.
  • Experience with data collection, management, visualization, and analysis software/program(s) such as statistical software (SAS, R, Python), data visualization platforms (Tableau, Power BI), GIS tools (ArcGIS, QGIS) for mapping, AI/ML for prediction (TensorFlow, PyTorch), survey tools (Qualtrics), and specialized platforms (Arcadia, Health Catalyst, Health Prism) for population health, and REDCap (Research Electronic Data Capture) or Qualtrics.
  • Proven expertise to leverage data analytics to drive operational excellence, inform strategic decision-making, and develop sustainable organizational capabilities.
  • Proficiency with program and project evaluation methodology and practice.
  • Strong analytical, problem-solving, and leadership skills.
  • Knowledge of performance management and techniques for monitoring and reporting performance.
  • Strong interpersonal and networking skills. Ability to drive consensus and facilitate solutions. Ability to build partnerships with diverse stakeholders through a collaborative approach.

  • Experience in developing and delivering trainings and other technical assistance.
  • High degree of independence, persistence, innovation, adaptability, confidence, humility, integrity, attention to detail, sensitivity to public health issues, and discretion when managing health information.

Employment Status: This position is exempt under the federal Fair Labor Standards Act. It is IPHA’s policy that all newly hired staff will be subject to a 90-day probationary period.

Pay: $75,000.00 - $100,000.00 per year
