Utility Data & Analytics Expert | Cairo, Egypt - Short-Term Consultancy Opportunity
We are sourcing an experienced data and analytics specialist to join a technical assistance assignment supporting electricity distribution sector reform in Egypt, funded by an international development finance institution.
The role
involves three core responsibilities:

contributing to performance benchmarking, KPI data framework design,

contribution to the design of a financial model(s) and performance models for an “efficient” electricity distribution utilities based on parameters, such as customers, kWh distributed, network volumes. Etc

designing and delivering structured training for DISCO finance, planning, and operations staff on the use and maintenance of the analytical tools developed during the assignment and the production of quality performance data to support operation of incentive schemes.
You will have:

MSc or higher in electrical engineering, data science, computer science, or a related field

Significant experience (10+ is desirable ) working with operational data in the electricity or utility sector — particularly distribution network data (load profiles, loss analysis, interruption data, outage records, customer performance metrics)

Proven experience designing, delivering, and evaluating technical training or capacity building programmes for utility professionals, regulators, or government staff — this is a core requirement, not a nice-to-have

Fluency in both Arabic and English (mandatory)

Egyptian nationality and based in or able to work from Cairo
Desirable:

Familiarity with digital twin concepts or advanced simulation applied to distribution networks

Experience supporting regulatory processes or interfacing with utility regulators on data-related matters

Proven experience designing data pipelines, dashboards, or monitoring systems for utility KPI tracking (e.g. SAIDI, SAIFI, AT&C losses)

Strong Python and/or SQL skills; experience with data validation, time-series processing, and analytics workflows

Experience applying machine learning or AI-based methods to utility performance diagnostics or predictive analysis

Prior work on IFI-funded technical assistance programmes
Assignment:
Approx. 7 months, field-based in Cairo, Q3 2026 start.
